DOZENS OF PROJECTS ARE SEVERAL YEARS LATE
Specifically, in Khanh Hoa province, the State Audit discovered that the status of investment certificates was not consistent with planning in 02 projects; 28 investment projects are behind schedule for many years and 03 projects are behind schedule on land use compared to the progress recorded in the investment project. Notably, there are up to 55 cases of land locations in economic zones in the 2020-2022 period that have not yet issued land rental notices, leading to slow mobilization into the state budget.
In addition, there are 02 enterprises declaring corporate income tax incentives and 01 case of land rental incentives not following regulations; 05 projects in Van Phong economic zone, industrial park and 02 projects in industrial clusters have been delayed in project completion for many years. There are 04 resettlement area projects that have not been effective according to project investment objectives, affecting the effectiveness of investment capital from the state budget.
The State Audit said that Lam Dong and Phu Yen have used the state budget to invest in technical infrastructure in a number of industrial parks. This is not regulated in Decree No. 29/2008/ND-CP and Decree No. 82/2018/ND-CP on management of industrial parks and economic zones.
