The defendants in the case include: Do Minh Hai (39 years old, residing in Binh Thanh district), Tran Dinh Trien (50 years old, residing in Phu Nhuan district; director, legal representative of 24H Trading Company), Verevkin Vladimir ( 34 years old, Russian nationality, living in Thu Duc City), Nguyen Thi Thuy Diem (42 years old, living in Dong Nai province) and Do Thi Minh Hieu (31 years old, living in Lam Dong province).
Previously, District 4 Police discovered a case of high-interest loans in organized, large-scale civil transactions in the area, so they set up a special project to focus on investigating.
Accordingly, the criminal group operates under the cover of pawnshop and financial consulting services at 24H Trading Company and Online ATM Company through illegal online consumer lending websites.
Investigation showed that the above two companies both operated under the direction of Hai; operating together at 261 – 263 Phan Xich Long (Ward 2, Phu Nhuan District).
To manage and operate, Hai hired Trien to be the director and legal representative of 24H Trading Company; Verevkin Vladimir as regional director in Vietnam; Diem is director of operations; Hieu is the leader of the loan consulting and appraisal team.
Hai has the leading role, organizing activities, dividing specific tasks for each director, department head, department head, team leader and employee according to each stage of recruitment, personnel training, revenue and expenditure. administration, marketing, customer care, early debt reminders, overdue debt collection.
To commit and conceal crimes, subjects operate in the shadow of financial consulting businesses and pawnshop services; Using high technology to conduct online lending activities and store customer records on the internet; not operating at the registered business address.
The police also determined that this group created bogus mortgage loan contracts, consulting contracts, and property mortgage contracts (with the content of subleasing the mortgaged property) in order to divide the interest rate into a basic interest rate. Small version fees are less than 20%/year, consulting service fees, service fees, platform fees, asset mortgage fees are more than 80%/year, thereby “swapping concepts”, evading detection and handling. of law enforcement for a long period of time.
The total amount disbursed by this group is more than 3.9 trillion VND, the total amount collected is more than 4.6 trillion VND out of a total of 738,933 loans.
According to Ho Chi Minh City Police, this is an organized crime group led by foreigners in collusion with Vietnamese people, operating transnationally to illegally profit a particularly large amount of money.
Currently, the case is being focused on and expanded by District 4 Police.
