Director of the Electricity Regulatory Authority Tran Viet Hoa said that in recent times, many investors, international organizations and electricity customers have expressed interest in participating in the DPPA mechanism and hope that the Vietnamese Government will soon promulgate this mechanism.

According to Mr. Hoa, the international consultant has conducted a survey with 106 projects with an installed capacity of 30MW or more (42 solar power projects and 64 wind power projects) in the list of adjusted Power Planning VII. There were 67 projects responding with results: 24 projects (installed capacity of 1,773 MW) wanted to participate; 17 projects (installed capacity 2,836 MW) considered participation conditions, ability to find and sign contracts with customers and 26 projects responded that they did not want to participate.

At the conference, representatives of international organizations and businesses supported the draft Decree regulating the direct electricity trading mechanism DPPA and the Decree on rooftop solar power and said that it is necessary to issue the DPPA mechanism soon.

Mr. Kim Yong Sup – Deputy General Director of Samsung Vietnam Complex – said that Samsung fully agrees with the opinions of leaders of the Ministry of Industry and Trade and business representatives on the need to soon promulgate the DPPA mechanism. with businesses.

Regarding the mechanism where the power generator will sell directly through its own line, Mr. Kim Yong Sup wants to have clearer and more specific instructions for immediate implementation, without any problems and without having to wait for new instructions. Meanwhile, with the electricity trading mechanism through generation to the national power grid, Samsung wants the Ministry of Industry and Trade to consider calculating prices to ensure fairness and competition between power generation units and customers.

Representative of the American ASEAN Business Council in Vietnam – Ms. Bui Thi Diep Lam – said that the Decree has important implications for businesses and should not be delayed further, because it will affect foreign attraction. government. The Ministry of Industry and Trade needs to issue it as soon as possible to help foreign investors feel secure, especially businesses with new investment plans.

“This promotes renewable energy and mobilizes private investment in the sector. We recommend early promulgation, on the principle of creating openness for participating parties, avoiding the inclusion of too detailed content. Promulgation does not have to be too perfectionistic and it is the first time doing it so you can do it and learn from experience,” Ms. Lam said.

Speaking at the conclusion of the workshop, Minister Nguyen Hong Dien emphasized the DPPA electricity trading mechanism in case of using the national grid system, the customer’s output will be paid in two components. In particular, the portion of customer consumption output met by the renewable energy generation unit will be paid according to the market mechanism, the remaining portion of electricity consumption output will be paid according to current regulations. The two policies on DPPA and encouraging the development of self-consumed rooftop solar power are completely consistent and not in conflict.

According to Mr. Dien, in the current period, in the context of the conditions of the transmission and distribution system, balancing the source structure, measures to prevent reverse transmission and solutions to buy at 0 VND (in case of transmission to the grid). National Electricity) is appropriate, ensuring the prevention of policy profiteering.

“Mechanisms to encourage self-consumed rooftop solar power are a breakthrough in efforts to remove legal barriers for power source development in the context of a number of specialized legal regulations that have not kept up. practical,” Mr. Dien said.
