On April 23, Minister of Transport Nguyen Van Thang chaired a meeting to review the implementation of key projects.

CORRECTLY COORDINATE AND LEAD IN DISBURSEMENT NATIONWIDE

Reporting on the results of disbursement of public investment capital, leaders of the Department of Planning and Investment said that in 2024, the Ministry of Transport was assigned a capital plan of 59,237 billion VND. By the end of April 2024, the Ministry of Transport estimates disbursement to reach more than 15,300 billion VND, equivalent to completing 26% of the assigned capital plan. Of which, expressways disbursed more than 10,600 billion VND, reaching 27% of the year’s plan, meeting the requirements.

Regarding the implementation of projects, according to leaders of the Construction Investment Management Department, in the first months of the year, the approval and construction of projects closely followed the required plans. In April 2024, the Ministry of Transport plans to start 8 projects and complete 4 projects. To date, 8 projects have been started and 3 projects have been completed.

Regarding investment preparation for projects using public investment capital in the 2021 – 2025 period, up to now, 65/66 projects have had their investment policies approved. Thus, there is currently only one unapproved project: the project to upgrade and renovate 3 National Highways (53, 62, South of Hau River) in the Mekong Delta, using World Bank loans. (WB).

Also according to the leaders of the Construction Investment Management Department, there are 55/65 projects approved for investment projects. It is expected that in the second quarter of 2024, investors/project management boards will plan and complete approval of 10 projects.

The Ministry of Transport directs investors/project management boards to proactively coordinate closely with ministries, branches, localities and relevant units, simultaneously deploy procedures, and speed up progress. investment policy approval and project approval to meet required progress.

At the meeting, Minister Nguyen Van Thang praised investors/project management boards and contractors for coordinating smoothly to ensure the progress of key projects, contributing to increasing the rate of investment capital disbursement. The Ministry of Transport’s output continues to remain higher than the national average.

The Minister emphasized that according to the allocated plan, in the last two years of the medium-term period 2021 – 2025, the total remaining public investment capital that the Ministry of Transport needs to disburse is about 150,000 billion VND.

“Currently, the 2024 capital plan assigned by the Prime Minister to the Ministry is more than 59,000 billion VND. If this year only disburses this capital, the pressure to disburse next year will be quite large. Therefore, the Ministry of Transport will continue to register additional capital so that project management boards and contractors can focus on construction and speed up the volume.”

According to the traffic sector commander, if construction is actively carried out in 2024 for disbursement, next year’s disbursement work will be less heavy.

“Contractors do not worry about lacking money to carry out “3 shifts, 4 crews” construction. Wherever the construction progresses, enough money will be allocated,” the Minister affirmed.

Accelerating disbursement progress, the head of the Ministry of Transport requested investors to speed up completion of investment preparation procedures for projects using medium-term public investment capital from 2021 – 2025.

“In the immediate future, investors direct design consultants to coordinate and complete procedures for submitting for approval two projects in May, including: Dau Giay – Tan Phu expressway project; building an information system to serve State management service of Vietnam Road Administration”, Minister Nguyen Van Thang proposed.

Along with that, speed up the progress of completing approval procedures for 6 projects using sources exceeding the central budget revenue in 2022, including: Cho Moi – Bac Kan route; route connecting Noi Bai – Lao Cai expressway with Tuyen Quang – Phu Tho expressway; project to upgrade and expand a number of bridges and tunnels on National Highway 1 (Xuong Giang, Gianh, Quan Hau bridges and Deo Ngang tunnel); upgrading National Highway 24B section Km23-Km29 through Quang Ngai; North – South expressway expansion project Cao Bo – Mai Son section; Cam Ly railway bridge.

In parallel, ensuring the construction progress of projects, especially the North – South expressway project phase 2, horizontal axis expressway projects (Khanh Hoa – Buon Ma Thuot, Bien Hoa – Vung Tau) to increase disbursement output.

The Minister also requested localities to coordinate closely with investors and contractors to resolve problems in converting forests, premises, and materials, focusing on solving some critical locations: land. weak, bridge, tunnel…

DO NOT EXTEND TEMPORARY OPERATION PERIOD, EARLY Synchronize HIGH-SPEED INFRASTRUCTURE

Regarding investment in the management and operation of the intelligent traffic system (ITS), non-stop toll collection (ETC), and vehicle load inspection, the Minister assigned Project Management Board 6 to continue coordinating Collaborate with consultants to complete documents and submit them to competent authorities for review and approval.

In particular, the ITS system must research shared software, ensuring investment efficiency, synchronization throughout the project at a reasonable price. Particularly, the North-South Expressway project in the East period 2021 – 2025 (phase 2) must be completed synchronously and comprehensively, from hardware and software infrastructure, especially rest stops.

“The investment must ensure that when the component projects are inaugurated and put into operation, they are eligible for immediate handover to the Vietnam Road Administration for management, operation and exploitation,” the Minister noted.

With the North-South Expressway project in the East for the period 2017 – 2020 currently basically completed, the Minister also asked investors to direct contractors to quickly complete the remaining items and soon hand over to the project. Vietnam Road Administration.

“It is impossible to let temporary exploitation and trial operation last as long as actual operation. All projects must be completed synchronously and handed over as quickly as possible,” the Minister emphasized.

Investors/project management boards must ensure openness and transparency in project bidding.

Departments, Bureaus, and Ministry Inspectorates must strengthen supervision and strict management of project construction by contractors according to contracts, strictly punish violating contractors, and not let projects fall behind schedule due to lack of machinery. , Human.

At the meeting, the head of the Ministry of Transport also acknowledged and appreciated the participating spirit of project management boards, investors, project enterprises and contractors in two component projects: Cam Lam – Vinh Hao and Dien Chau – Bai Vot

“With Cam Lam – Vinh Hao, there were times when it seemed impossible to reach the finish line, but investors and contractors put all their efforts to meet the requirements, even bringing the items to the finish line early.

At Dien Chau – Bai Vot, about 10 days ago, everything was still very chaotic, but with the drastic direction of the Ministry of Transport, the contractors in the joint venture had positive support for each other.

Typically, Truong Son Construction Corporation, Cienco 4 Group and Hoa Hiep completed the work of other contractors who were “out of capacity”. There are even contractors in other projects who bring machinery, workers, and engineers to advise on solutions to speed up important items.
