On April 25, the Police Investigation Agency (CSDT) of Luc Nam District Police (Bac Giang Province) said that this agency had just issued a decision to prosecute the defendant and temporarily detain the defendant Nguyen Van Nang ( Born 1966, residing in Bao Dai commune, former chairman of the People’s Committee of Bao Dai commune, Luc Nam district); Prosecution of the accused, ban on leaving the place of residence for Vu Van Tuan (born 1983, residing in Bao Dai commune, cadastral – construction officer) on the same charge of “Abusing position and power while performing equitment”.

During the investigation, the Police Investigation Agency determined that the two defendants, Nguyen Van Nang and Vu Van Tuan, were people with positions, powers, and knowledge of the law but took advantage of policy loopholes in the law and guiding documents. Instructions from the Provincial People’s Committee on the issuance of Land Use Rights Certificates in 2013 and 2014. From there, prepare a dossier to request Bao Dai Commune People’s Committee and Luc Nam District People’s Committee to consider issuing land use rights certificates. Correct origin, current status, and duration of land use.

The defendants’ violations of the law resulted in loss of revenue to the State budget and damage to individuals; directly harms the proper operation of State agencies.

Regarding this case, in September 2023, the Police Investigation Agency of Luc Nam District Police prosecuted a criminal case, prosecuting defendant Giap Van Dong (born 1961, head of Sen village, Bao Dai commune) for committing the crime. The crime of “Abusing positions and powers while performing official duties” occurred in Sen village, Bao Dai commune (Luc Nam).
