During the investigation, the Police Investigation Agency determined that the two defendants, Nguyen Van Nang and Vu Van Tuan, were people with positions, powers, and knowledge of the law but took advantage of policy loopholes in the law and guiding documents. Regarding this case, in September 2023, the Police Investigation Agency of Luc Nam District Police prosecuted a criminal case, prosecuting defendant Giap Van Dong (born 1961, head of Sen village, Bao Dai commune) for committing the crime. The crime of “Abusing positions and powers while performing official duties” occurred in Sen village, Bao Dai commune (Luc Nam).
