Recently, voters in Ba Ria – Vung Tau province reported to the Ministry of Transport about the flooding on the Phan Thiet – Dau Giay highway. According to voters, this situation “demonstrates the weakness of the design consulting company and the design appraisal level of the appraisal agency and project investor.”
Therefore, voters asked the Ministry of Transport to say who and what agency is responsible for the flooded Phan Thiet – Dau Giay Expressway? And how did the Ministry handle it?
Responding to voters’ petitions, the Ministry of Transport affirmed that responsibility for the Phan Thiet – Dau Giay expressway flooding incident belongs to the consulting unit even though it was not an intentional error.
According to the Ministry of Transport, to determine the cause and propose solutions in an objective, scientific and careful manner, the investor hired an independent consulting unit (National Key Laboratory for River Dynamics). under the Vietnam Institute of Water Resources) surveys and calculates hydrological models.
“Up to now, according to the investor’s report, the independent consulting unit has completed the survey and calculation of hydrological models.
Based on the calculation results of the independent consulting unit, the consulting units have proposed a thorough treatment plan, ensuring no local flooding occurs in the above section, which is expected to be completed. The design and construction work will begin in May and will be completed in July. All repair costs will not use the project’s capital,” the Ministry of Transport stated.
Previously, from July 27 to 29, 2023, there was continuous heavy rain in Binh Thuan province, especially on the night of July 28.
At about 4:30 a.m. on July 29, flooding occurred at Km25+419 on the Phan Thiet – Dau Giay highway. The deepest flooded point is about 70cm, making traffic impossible in both directions.
