On April 25, Mr. Nguyen Tu Cong Hoang – Vice Chairman of Binh Dinh Provincial People’s Committee said that up to now, 12.63 hectares of natural forest that have not been converted to forest use purposes is the biggest problem, affecting the Progress of implementation of North-South expressway through Binh Dinh.

Accordingly, this area has a volume of soil and rock of about 2.6 million m3 (1 million m3 of soil; 1.3 million m3 of construction rock and 0.3 million m3 of landfill land) all located in the area of ​​natural forest land. However, it has not been converted yet so it cannot be constructed.

Also according to Mr. Hoang, site clearance work in Binh Dinh province has basically been completed. All affected households have agreed to receive compensation and hand over land. The remaining problem is 12.63 hectares of forest, which according to regulations is required to be auctioned, so the province has no choice but to wait, unable to start construction in advance.

“Currently, the Ministry of Natural Resources and Environment has compiled the opinions of the province and is preparing to submit to the Government for the opinion of the National Assembly Standing Committee. In the meantime, the province has proactively directed 2 Hoai districts An and Phu My have prepared the procedures, after having a resolution allowing the conversion, they quickly approved the auction of assets on forest land,” said Mr. Nguyen Tu Cong Hoang.

The representative of package XL11, constructed by Truong Son Construction Corporation for the expressway through Binh Dinh, said that the package involved 12.63 hectares of natural forest. Meanwhile, the Prime Minister requested that the project be inaugurated in June 2025, so the unit is worried that it will not be able to keep up with the schedule.

Previously, in document No. 253/VPCP-NN dated January 12, 2024 of the Government Office, Deputy Prime Minister Tran Hong Ha directed the Ministry of Natural Resources and Environment to report to the Government and Prime Minister before January 15, 2024. . However, the requested deadline has passed and the Government Office has not yet received the report from the Ministry of Natural Resources and Environment.

Based on the Government’s working regulations, on February 29, the Government Office continued to issue an official dispatch urging the Ministry of Natural Resources and Environment to urgently complete the dossier and report to the Government in accordance with the direction of the Government leaders.

On March 4, the Binh Dinh Provincial Party Committee proposed that the National Assembly Standing Committee soon consider and give priority to changing forest use purposes in this province, in order to implement it on schedule. Because this is a key item of the project, it is necessary to carry out construction early to meet progress requirements. In addition, the volume of soil and rock is coordinated to take advantage of road embankment and crushed stone aggregate construction.
