Mr. Duong Hoa Xo (Former Director of the Biotechnology Center under the Department of Agriculture and Rural Development of Ho Chi Minh City) was proposed to be prosecuted for accepting bribes.

The other 8 defendants are officials of the Ho Chi Minh City Biotechnology Center, AISC Auditing Company, Ho Chi Minh City Institute of Construction and Business Administration, SEAAC Appraisal Company, Ho Chi Minh City Department of Planning and Investment… and were asked to be prosecuted. Accused of violating regulations on bidding causing serious consequences. Two people were proposed to be prosecuted for abusing position and power while performing official duties.

According to the investigation conclusion, Ms. Nguyen Thi Thanh Nhan, Chairwoman of the Board of Directors and General Director of AIC Company, is the founder and manager of AIC Company and its member companies (Mopha Company, High Technology Company, Uy Company). global credit).

Through relationships, Ms. Nhan agreed with defendant Duong Hoa Xo to let AIC carry out bidding packages for the 12 Laboratory Project, colluding to raise prices to benefit from 40% of the value of the bidding package. During the implementation of phase 1, Ms. Nhan agreed to allow Gene Viet Company and Viet A Company to enter into a joint venture to carry out 3 bidding packages.

Ms. Nhan also directed Mr. Tran Manh Ha and Tran Dang Tan to coordinate with Gene Viet Company and Viet A Company to build a list, configuration, and estimate of bidding package equipment before bidding; colluded with Tran Vinh Vu (Director of Hong Ha Consulting Company) to prepare bidding documents in a way that created conditions for the AIC-Viet A joint venture and Vimedimex Company (under the name of the AIC-Viet A joint venture) to win. 3 bidding packages.

The investigation conclusion also showed that Ms. Nguyen Thi Thanh Nhan also directed the establishment of “green army” companies so that AIC – Viet A won the bid and avoided bid cancellation.

During the implementation of phase 2, Ms. Nhan continued to direct Mr. Tran Manh Ha to assign AIC staff to coordinate with the Investor to unify the list, increase equipment cost estimates, and ensure profits for AIC; Introduce a price appraisal consulting unit, get a quote for the appraisal unit to validate the estimated price according to the agreed price; Cheating with the investor, arranging “green soldiers” to bid, so that Mopha Company (founded and run by Ms. Nhan) won 2 bidding packages, AIC Company won 1 bidding package, causing damage to the property of the State. more than 83 billion VND in 6 bidding packages.

The results of the investigation determined that in order for AIC Company and the companies designated by AIC to win the bid, Ms. Nhan agreed with Mr. Duong Hoa Xo to create conditions for AIC Company to win the bid and will pay for the contract. Thank you money to this man.

After winning the bid, Ms. Nguyen Thi Thanh Nhan directed the Deputy General Director of AIC and the Chief Representative of AIC Company in Ho Chi Minh City to give money to Mr. Duong Hoa Xo and others.

Following Ms. Nhan’s direction, Mr. Tran Dang Tan directly gave a percentage of money outside the contract to Mr. Duong Hoa Xo 4 times, a total of 8 billion VND.

Up to now, in addition to Ms. Nguyen Thi Thanh Nhan, Mr. Tran Manh Ha and Tran Dang Tuan are both on the run and are wanted. But the Investigation Agency believes that, from the collected documents, along with the testimony of related people, including the testimony of Viet A Chairman Phan Quoc Viet, there is enough basis to determine the criminal behavior of Ms. Nhan and Ms. lower grade.
