According to current law, acts of disturbing public order have two types of sanctions: administrative sanctions and criminal sanctions. For acts that disrupt public order and result in adverse effects on security, order and social safety, the violator may be criminally prosecuted. This is a qualitative regulation, not a quantitative one. Whether or not a behavior has a “bad impact” depends on the assessment point of view of the authorities. Therefore, in many cases, people who commit acts of disturbing public order think very simply that their actions will at most only be subject to administrative sanctions without knowing that the authorities can punish them. “In the case of Ngoc Trinh being investigated under Article 318 of the Penal Code and there are grounds to show that if not detained, the defendant may escape or obstruct investigation activities, then the investigation agency will conduct temporary detention for investigation according to the law. laws. Criminal handling in this case has a strong deterrent to famous people in society.”

Dr. Lawyer Dang Van Cuong emphasized: “With the initial information, Ngoc Trinh may only be prosecuted under Clause 1, Article 318 of the Penal Code with a penalty frame of a fine from 5,000,000 VND to 50,000 VND. 000 VND, non-custodial reform for up to 02 years or imprisonment from 03 months to 02 years. This is a less serious crime as prescribed in Article 9, Penal Code. In case of conviction of the crime This category carries a maximum penalty of up to 02 years in prison, except in cases where the suspect or defendant also committed other crimes (if any).

Put scandalous artists on the blacklist

During a regular meeting at the Ho Chi Minh City Press Center in October, the press asked questions to the management agency regarding the recent incident of actress Cat Tuong’s false advertising that caused a stir. Whitelist encourages advertisers to build accounts, supporting them. On the contrary, the blacklist is for violators in advertising who are punished and repeat offenders. This is also a way for us to contribute to building a cleaner network environment in the future,” Mr. Nguyen Thanh Hoa shared.

Regulations for handling accounts that violate information on social networks are expected to be completed by the end of this year. In addition, the Department of Information and Communications of Ho Chi Minh City also proposed the Department of Radio, Television and Electronic Information to block violating accounts and prevent them from appearing on social networking platforms.
