As of mid-September, Dak Lak province has disbursed more than 900 billion dong out of 3,510 billion dong of planned capital this year, reaching 26%.
Many units of the province disburse “0 dong”, the disbursement of public investment capital is very sluggish. Meanwhile, the implementation of many projects encountered a stalemate, stagnation, and the risk of capital withdrawal.
Almost 9 months have passed, but in Dak Lak, there are still 6 provincial investors disbursing “0 dong”, 4 other units disbursing less than 10%. Notably, even the advisory agency on disbursement of public investment capital, the Provincial Department of Planning and Investment, is also in the group of “0 dong” disbursement units. This fact makes Mr. Pham Ngoc Nghi, Chairman of the Provincial People’s Committee, also humorously suggest “praising” the units that have delayed disbursement.
“In the near future, the basic construction briefing, see if there are 6 units to be praised, including the Department of Planning and Investment, who have not yet disbursed any money, please put it on TV. I put it up so that the units can focus on doing it, the heads of the departments are responsible for what measures to take immediately,” Mr. Nghi said.
Leaders of Dak Lak province went to inspect and urge key projects.
As of mid-September, Dak Lak province has disbursed more than 900 billion VND out of 3,510 billion VND of annual plan, reaching 26%. Meanwhile, more than 614 billion VND of transitional capital in 2021 has been disbursed so far, only 85 billion VND, equivalent to 14%.
Mr. Lu Ngoc Sinh, Director of the Investment Project Management Board for civil and industrial construction in Dak Lak province, said that there are currently some problems in the process of approving and implementing the project. Many projects have just received the list of assigned investors, so it is difficult to ensure the implementation time.
With this progress, until the end of the year, the unit is only able to start construction of 11 projects out of a total of 30 projects in the newly opened list with a total capital of 410 billion VND assigned according to the 2022 plan. The unit is forced to evaluate a number of unfeasible projects to transfer capital.
“The province assigns the Board 30 projects, the Board will give priority to selecting construction contractors in 11 projects. In which, some plans have to be adjusted, assessing which ones do not guarantee the progress will be returned, and which ones are guaranteed to be deployed,” said Mr. Sinh.
Facing the situation of disbursing public investment capital, the Provincial Party Committee and People’s Committee of Dak Lak province are directing functional agencies to take drastic action to speed up the progress of projects. The province has established 4 working groups to inspect, supervise and urge, especially in key projects. Heads of agencies and units will be held responsible if they do not ensure the disbursement of capital as planned.
