According to Decision No. 1699/QD-TTg, dated December 7, 2018 of the Prime Minister approving the adjustment and expansion of the general planning on construction of eco-zones in Thanh Hoa province to 2035, with a vision to 2050, the eco- economic zone was established. planning with a total area of 106,000 ha.
Located in the North Central economic region, the EZ has a particularly important position in the development of the region and the whole country, with the expectation of forming a number of strong economic fields associated with the construction of large economic centers. . Currently, Thanh Hoa province is focusing resources, creating a clean land fund to attract investment in projects to soon realize this roadmap.

According to the project of site clearance, investment in construction of resettlement areas and site clearance of industrial zones in EZs drafted by the Management Board of EZs and Industrial Parks, after actual review, the unit proposes to prioritize the site clearance of 3 IPs: IPs. In which, Industrial Park No. 20 has a total area of 604 ha, Industrial Park No. 21 has a total area of 395 ha, are multi-industry concentrated industrial zones including light industry and supporting industries. , the total frozen warehouse. Industrial Park No. 6 has a total area of 549 ha, has an important nature, suitable for development orientation, attracting investment in EZ according to the adjusted planning, including industrial land, logistics associated with seaports, location in the North. The 3 industrial zones mentioned above are located as a highlight to attract projects of potential investors to develop NSEZ in particular and Thanh Hoa province in general. Currently, there are many investors who are interested, learn and research to invest.
In implementing the Scheme, affected communes and wards are: Mai Lam ward, Tinh Hai ward, Truc Lam ward, Hai Yen commune, Anh Son commune, Cac Son commune, Thanh Son commune, Thanh Thuy commune and Ngoc Linh commune. . Currently, the Management Board of EZs and Industrial Parks has developed 2 cost estimation plans for land clearance for these 3 IPs according to 2 options with a total cost of more than 11,000 billion VND. The project implementation period is expected from 2023-2030.

Currently, the EZ has a lot of potential to attract investment, however, this advantage has not been fully utilized because there is no available clean ground fund. With the goal of bringing the EZ to develop strongly in industry and services, soon becoming a modern city in the near future, the province will devote appropriate resources to develop this place with large investment projects, residential areas. With modern housing, people are guaranteed jobs and life conveniences.
On the basis of discussions and comments of departments and branches, Standing Vice Chairman of the Provincial People’s Committee Nguyen Van Thi requested the drafting unit to absorb and add to the Scheme a number of important contents.
Regarding implementation time, the project will be implemented in the period from 2023-2027. In particular, the resettlement work will be built synchronously in the two years 2022-2024 so that people can stabilize their lives before the site clearance.
He requested the Management Board of EZs and Industrial Parks to consult with the Department of Planning and Investment and the Department of Finance to develop an appropriate divergent implementation structure, ensuring the feasibility of the Project. Funds for the implementation of the Project will be made from the budget and lawfully mobilized sources.
The Standing Vice Chairman of the Provincial People’s Committee also particularly noted that in the construction of resettlement areas, it is necessary to study and diversify forms of low-rise, high-rise and worker housing, with the goal of targeting resettlement urban areas. ; while ensuring technical infrastructure conditions, especially water supply and drainage, electricity supply, socio-cultural institutions, livelihood creation, giving priority to jobs for households giving up land for the development of industrial zones.
Standing Vice Chairman of the Provincial People’s Committee asked the unit to complete the project before September 30 for the Provincial People’s Committee to consider and report to the Standing Committee of the Provincial Party Committee in October 2022.
