According to the survey results of businesses in Bac Lieu province, up to 73% of enterprises said that paying commissions is necessary to have a chance to win bids, ranked 62/63; 90% of enterprises said that “the percentage of enterprises paying unofficial expenses for construction inspection and inspection staff, ranked 60/63; 69% of enterprises said that “The phenomenon of corruption when handling procedures for businesses is common”.
This shows that informal costs are still quite common in some areas of essential procedures for businesses. In addition, enterprises assessed that departments, branches, district administrations, towns and cities did not properly implement the guidelines and policies of the provincial leaders, making the rankings of these indicators low.
Therefore, in order to improve and enhance this index, in 2022 the provincial government needs to make stronger efforts in reducing the informal cost burden for businesses in such procedures as: market management; environment inspector; fire prevention and fighting inspection; enterprise registration, business registration amendment; tax inspection.
It is necessary to step up the anti-corruption work, strengthen the inspection and examination of the strict implementation of Directive No. 12-CT/TU dated March 12, 2018 of the Standing Committee of the Provincial Party Committee for direct units. working with enterprises and investors, promptly handling strictly cases of abuse and exploitation, causing harassment, difficulties and troubles for enterprises when handling administrative procedures. At the same time, it is necessary to inspect and supervise transparently in the bidding work, thereby strictly handling violations.
