Automatic extension of registration from the beginning of June 2023

Based on the recommendations of the Traffic Police Department, Insurance Management and Supervision Department (Ministry of Finance), motor vehicle insurance companies, the Vietnam Registry has agreed to add the content to this Circular. amending and supplementing Circular 16, which is expected to be issued at the beginning of June 2023.

Accordingly, the Certificates of Inspection and Stamps issued before the effective date of this Circular shall continue to be used until the expiry of the duration stated in the Certificate of Inspection and the stamp of Inspection. In case the Inspection Certificate and Inspection Stamp of passenger cars with up to 9 seats not doing transport business were issued before March 22, 2023 and are valid until July 1, 2024, it may continue. used to the end of the period calculated according to the cycle specified in Appendix V of Circular No. 02/2023/TT-BGTVT.

According to the Vietnam Register, this is the time for forces patrolling, controlling and handling violations to pay attention to implement the new regulations. From January 1, 2024, this operation will return to normal as currently applied.

The validity period of the Certificate of Inspection and the Inspection Stamp is certified according to the form of the Certificate specified in the Circular (electronic version, with QR code, digitally signed by the Vietnam Register). This regulation does not apply to cases where the Certificate of Inspection and the stamp of inspection expires before the effective date of this Circular.

According to the report of the Registry Department, if the application of the above regulation is implemented from June 1, 2023, there will be 1,392,761 Certificates and inspection stamps of passenger cars with up to 9 seats. The business is automatically renewed for a new period of 6 months.

However, from July 1, 2024 onwards, there will be 558,697 new vehicles up to the validity period of the Certificate and Inspection Stamp that must be inspected without this regulation being applied.

This regulation does not apply to cases where the Certificate of Inspection and the stamp of inspection expires before the effective date of this Circular. Therefore, 155,592 vehicles that expire before the effective date of the circular belong to the group of vehicles that can change the inspection cycle but are not allowed to apply this regulation.

“This regulation must be implemented to exclude cases where the vehicle has been recorded in administrative violations, has been refused compensation or has been handled by the competent authority due to the vehicle’s fault with expired inspection. If this provision is not excluded, it will not be possible to implement because of conflicts with other legal provisions.While this is a situational solution that needs to be resolved immediately for the majority of people, to avoid unnecessary damage. yes for society”, the head of the Registry Department affirmed.

Valid for 1 year

According to the Vietnam Register, if this option is implemented, the vehicle owner does not have to go to the registration center (TTDK) to issue and change the Inspection Certificate and Inspection Stamp. The vehicle owner does not incur procedures and costs for the vehicle owner and the General Assembly in changing the Certificate of Inspection and the Inspection Stamp.

However, this option will cause difficulties for the vehicle control units when participating in traffic as well as determining the compensation liability of the insurance agency. In this regard, the Ministry of Transport has assigned the Vietnam Register to work with the Traffic Police Department and relevant agencies to come up with solutions.

Initially, the units proposed the plan to issue the Certificate of Validity of the Certificate of Inspection and the Inspection Stamp for these vehicles. The Traffic Police Department recommends that it be applied within 1 year from the effective date of this regulation.

For example, if this regulation takes effect from June 2023, it will only apply until June 2024. Thus, the period of continued use of the Certificate of Inspection and the Inspection Stamp in any case shall not exceed December 31, 2024.

According to the Vietnam Register, this is only a temporary solution to solve the congestion of inspection vehicles at the current registration centers, so it is not necessary to prolong it for a long time and cause difficulties for the police. , Inspection, Insurance…

Validity of the Certificate of Inspection and the Inspection Stamp of the vehicle subject to the new inspection cycle shall continue to be used until the expiry of the period calculated according to the new inspection cycle. The time of determination is counted from the effective date of this regulation.

According to the calculation of the Vietnam Register, the time to solve all the congestion is about 1 month from the time of application. This solution also ensures that the motor vehicle inspection system does not have the current congestion.

In addition, the new regulation will create conditions for registration centers to concentrate manpower, facilities and time to inspect other types of transport business vehicles and vehicles that are overdue for registration. The issuance of the Certificate of Validity of the Certificate of Inspection and the Inspection Stamp will ensure convenience for people and businesses when participating in traffic and not having to go to the registration center.
