The Ministry of Construction responded: In recent years, our Party and State have always paid attention to taking care of housing for people. As of March 2023, the whole country has completed 307 social housing projects in urban areas, with a construction scale of about 157,100 units, with a total area of more than 9,950,000 m2; is continuing to implement 294 projects, with a construction scale of about 288,499 units, with a total area of about 14,425,000 m2.
Although some results have been achieved, the set goals have not yet been achieved. The main reason is due to lack of land fund for social housing construction, problems in investor selection procedures; lack of preferential capital, investor incentive mechanisms are not substantial and not strong enough to attract businesses; Investment procedures for social housing development are still complicated and lengthy…, some organizations and individuals have not complied with legal regulations on social housing because sanctions are lacking or not strong enough.
Currently, the Government is receiving and revising the Draft Housing Law (amended). It proposes to amend policies related to: land fund reserved for social housing development; selecting investors for social housing projects; Incentives for investors in social housing construction investment projects for rent, lease purchase, and sale; determine the selling price, rental price, lease purchase price of social housing… to encourage and promote investment and development of social housing.
Regarding capital sources to support social housing development, there are currently 3 credit programs to support buyers and lease-purchases of social housing: support for individual customers to borrow to buy, rent-purchase social housing, and build social housing. build new or renovate and repair houses through the Social Policy Bank; Preferential loan package through the Bank for Social Policies for individuals and households to buy, rent-purchase social housing, housing for workers, build new or renovate and repair housing according to policies about social housing; Support capital to implement the goal of the 1 million apartment project, implemented in the period 2023 – 2030 for investors and individual customers who borrow to buy, rent and buy social housing with interest rates within The preferential period is 1.5 – 2% lower than the average interest rate of commercial banks.
Currently, the Ministry of Construction is closely coordinating with the State Bank of Vietnam, the Bank for Social Policies, ministries, branches and localities to urge and guide the implementation of the above credit packages.
