The reason why the project is behind schedule is because during project implementation, there were some contents that were not consistent with the planning. Typically, the previous project location was Xuan Thanh and Bau Ham 2 communes, now changed to Dau Giay town. Dau Giay intersection on National Highway 1A (Thong Nhat district) according to the initial plan, implemented the construction of a level intersection (Dau Giay intersection roundabout), then converted into a different level intersection (bridge). surpass Dau Giay). To comply with the general planning of Dau Giay urban area, Phu Viet Tin Company has requested to adjust the overall detailed planning at a scale of 1/500 for the A1-C1 project. On June 16, 2020, the People’s Committee of Dong Nai province made a decision to approve the overall adjustment of the detailed construction planning at a scale of 1/500 for the A1-C1 project. On October 26, 2020, Dong Nai Provincial People’s Committee decided to allocate land to Phu Viet Tin Company to invest in implementing the project. However, from the beginning of 2020 to the end of 2021 due to the COVID-19 pandemic, Phu Viet Tin Company encountered many difficulties in implementing the project.

On October 18, 2021, Phu Viet Tin Company submitted an application for an extension to adjust the project implementation schedule. In 2022, to comply with the decision to approve land prices of Dong Nai Provincial People’s Committee and notice of land use fee payment by the Provincial Tax Department, Phu Viet Tin Company has mobilized capital to pay land use fees of more than 1,000 billion. into the state budget on time according to regulations.

On July 19, 2023, based on the opinions of departments, branches and People’s Committee of Thong Nhat district, the Department of Planning and Investment of Dong Nai province sent a report to the Provincial People’s Committee to consider the extension contents, including stating Investors are allowed to adjust the project implementation schedule for an additional 584 days from the date the Provincial People’s Committee issued a decision approving this investment policy adjustment.

Dong Nai Provincial People’s Committee also has many documents guiding departments and branches related to Phu Viet Tin Company’s request to extend the adjustment of project implementation. However, up to now, Dong Nai Provincial People’s Committee has not yet approved the adjustment to extend the implementation progress of the A1-C1 project, causing Phu Viet Tin Company to encounter many difficulties.

In addition, Phu Viet Tin Company has completed its financial obligations for the entire project of more than 1,300 billion VND but has not yet been granted a land use right certificate by the Department of Natural Resources and Environment of Dong Nai province for this phase. 4, 5, 6 and 268 land lots in phase 2.

In addition, according to the regulations and general planning documents of Dau Giay urban area and the 1/500 scale detailed planning dated November 5, 2020 of Thong Nhat District People’s Committee, wastewater in the A1-C1 project area is Focus on the general wastewater treatment station of Dau Giay urban area of ​​Thong Nhat district to treat it to meet prescribed standards before draining into the receiving source.

However, up to now, the general wastewater treatment station of Dau Giay urban area has not been invested in and built by Thong Nhat District People’s Committee. Therefore, to solve the urgent need, Phu Viet Tin Company has repeatedly sent documents to the People’s Committee of Dong Nai province and other departments and branches asking to build a wastewater treatment station for the southern region to serve the needs. of residents but has not been approved.

An extension is needed for businesses to implement the project

Reporting to Secretary of Dong Nai Provincial Party Committee Nguyen Hong Linh at a working session last weekend, Mr. Mai Van Hien, Chairman of Thong Nhat District People’s Committee, said that the investor has completed implementing phases 1, 2, and 3 of the project. Project A1-C1. However, phases 4, 5, and 6 have not been extended, so Phu Viet Tin Company has not implemented the project as planned. “Regarding local responsibility, we hope the province will soon handle and remove problems for businesses so that the A1-C1 project can continue to be implemented as planned” – Mr. Hien said.

After listening to the reports of Thong Nhat District People’s Committee and other departments and branches, Secretary of Dong Nai Provincial Party Committee Nguyen Hong Linh emphasized that if the investor did not do anything wrong, it is necessary to extend the implementation progress so that the business can continue to deploy. project. Because, now that the project is underway and asked to stop, the people will be disadvantaged as a result. The issue of land auction will continue to be discussed. The Secretary of the Dong Nai Provincial Party Committee assigned the Provincial Party Committee’s Internal Affairs Committee to work with the Provincial Police, the National Assembly Delegation, departments and branches to clarify whether the state’s allocation of land to investors will cause damage? The Provincial Party Committee’s Internal Affairs Committee will process and respond within 15 days before Dong Nai province extends the project implementation schedule for the investor to continue implementing.
