During the process of estimating the procurement package for equipment and software to digitize diplomas and certificates in 2020, Truong Quy Suu did not ask the Department of Quality Management and Professional Education to provide the number of meters of revised documents. Not coordinating with officials directly managing diplomas and certificates to check and measure the actual number of meters of documents that need to be revised, as a basis for making estimates, Truong Quy Suu only estimates and determines the number of meters of documents needed himself. adjusted to 64 meters to submit to Nguyen Tu Son for approval of the estimate.

When conducting payment acceptance, Suu and HV Development Company Limited (HV Company for short) did not check and determine the actual number of meters of documents and certificates that had been revised and accepted. The volume of the signed contract led to the acceptance and payment to HV Company of the adjusted amount for 64 meters which was not realistic, exceeding the actual volume of 47.71 meters, unit price of 8,400 000 VND/meter, causing a loss to the State budget of more than 400 million VND.

Nguyen Tu Son, with the position of Director of the Department of Education and Training of Gia Lai province, is the account holder with the right to decide on procurement, choose appropriate and effective procurement methods from the funding source assigned by competent authorities and has Authority to approve outlines and detailed estimates. However, when assigning Truong Quy Suu the task of implementing the procurement package for equipment and software to digitize certificates in 2020, Nguyen Tu Son did not re-check the process and documents as a basis. Just approve.

The dossier submitted by Truong Quy Suu shows that the volume of document revision is 64 meters to sign the Decision approving the estimate contractor selection plan, but in the dossier there is no document as a basis for determining the volume. The amount of document editing is 64 meters, there is no explanation board explaining the detailed volume, unit price according to regulations and there is no written result of appraisal of detailed estimate outline for procurement of digital equipment and software. .

However, Nguyen Tu Son directly signed the overall acceptance record based on the acceptance results approved by Truong Quy Suu with HV Company and settled the document adjustment content of 64 meters, exceeding the volume. The actual adjustment is 47.71 meters, paid for with an amount of more than 400 million VND. Therefore, Nguyen Tu Son’s above-mentioned lack of inspection has caused damage to the State budget in the above amount.

Authorities determined that Truong Quy Suu’s act of improperly implementing the regime of management and use of assets, causing loss and waste of the State budget, violated the regime of management and use of State assets. committed the crime of “Violating regulations on management and use of State assets causing loss and waste” according to Clause 2, Article 219 of the 2015 Penal Code, amended and supplemented in 2017.

Nguyen Tu Son’s act of not performing inspection and supervision, trusting the staff level in the implementation of the above project, causing damage to the State budget, has violated the proper operation of agencies. The State and social organizations have committed the crime of “Lack of responsibility causing serious consequences”, stipulated in Article 360 ​​of the 2015 Penal Code, amended and supplemented in 2017.

In a related development, on October 10, 2023, the Gia Lai Provincial Party Executive Committee held the 13th Conference to resolve work under its authority.

Here, the Provincial Party Executive Committee decided to enforce a disciplinary warning against Mr. Nguyen Tu Son, former Provincial Party Committee member, former Director of the Department of Education and Training of Gia Lai province.

Previously, at the 37th meeting on September 26, 2023, the Gia Lai Provincial Party Committee’s Audit Committee also enforced discipline in the form of expulsion from the Party against Mr. Truong Quy Suu.
