Operate hydroelectric reservoirs in the dry season of 2024

Accordingly, request Dak Bla Hydropower Joint Stock Company to closely monitor the weather and hydrological situation to have economical and effective flow regulation solutions until the end of the dry season in 2024; seriously implement the Dak Bla flood control reservoir combined power generation operation process approved by the Ministry of Agriculture and Rural Development in Decision No. 3640/QD-BNN-TCTL dated September 19, 2019, ensuring Maintain a regular and continuous discharge flow behind the dam of not less than 7.16 m3/s and the average daily discharge flow behind the plant is not less than 19.2 m3/s according to Surface Water Exploitation and Use License No. 93/GP-BTNMT dated April 20, 2022 issued by the Ministry of Natural Resources and Environment.

Coordinate with Kon Tum Water Supply Joint Stock Company to determine the time when the water level at the level I pump station suction tank is low to discharge part of the reservoir’s flow (through the plant). to maintain the water column depth at the level I pump station suction tank to pump water to serve daily life for people in Kon Tum city.

Request Kon Tum Water Supply Joint Stock Company to organize the installation of water mark markers and water level monitoring cameras at the suction tank location of level I pumping station, and provide ID to Dak Bla Hydropower Joint Stock Company for coordination. regulate reservoir operation according to Document No. 413/UBND-NNTN dated February 20, 2023 of the Provincial People’s Committee; At the same time, research and develop structural solutions (water collection, treatment and storage) in the immediate and long term to cope with the impacts of climate change and extreme weather such as the ongoing El Nino phenomenon and drought years are likely to occur.

Assign the Department of Agriculture and Rural Development to preside over and coordinate with relevant units to monitor and closely coordinate with Dak Bla Hydropower Joint Stock Company in operating and ensuring water discharge to the downstream of the river. Dak Bla according to the provisions of the Operating Procedures approved by the competent authority.

Assign the Department of Industry and Trade to preside over and coordinate with the Department of Natural Resources and Environment and relevant units to monitor and inspect the operation process.monitor reservoir water level parameters, discharge flow to maintain minimum flow and recommend that hydropower dam owners in the Dak Bla river basin (Upper Kon Tum Hydropower, Dak Bla 1, Dak Bla Combined Flood Control Reservoir, Dak Po Ne Hydropower, Dak Po Ne 2…) and hydroelectric reservoirs in the province deployed, Strictly implement the hydroelectric reservoir operation process approved by competent authorities to ensure water source security for production and people’s livelihood as well as ensure energy security in the dry season of 2024./.
