Hoa Binh needs to maximize its potential and advantages, creating resources for development

The Government Office has just issued Notice No. 179/TB-VPCP dated April 23, 2024 on the conclusion of Prime Minister Pham Minh Chinh at a meeting with the Standing Committee of the Hoa Binh Provincial Party Committee.

According to the Notice, in 2023, Hoa Binh province will achieve and exceed 15/19 targets; exports reached nearly 1.7 billion USD; Tourists reached 3.2 million visitors. Social security and welfare improved, the poverty rate decreased by 3.09%. The number of communes meeting new rural standards accounts for 62% of the total number of communes. The rate of schools meeting national standards is 60%; Health insurance participation rate reached 92%; The rate of trained workers reached 60.6%; Labor productivity increased (reaching 120.59 million VND/worker).

In the first quarter of 2024, the province’s socio-economic situation continues to trend positively. Important sectors all achieved high growth rates, agriculture increased by 4.56%, industry increased by 6.88%, services increased by 5.06%, exports increased by 32.05%, tourists reached 1. 6 million people. Development investment achieved positive results, disbursement of public investment capital in the first quarter reached 14%, accelerated the implementation progress of key projects, and the number of newly established enterprises increased.

On behalf of the Government, the Prime Minister acknowledged, praised and congratulated the results that Hoa Binh province has achieved in recent times.

Besides the achieved results, the province still has many difficulties and challenges; The level of development is not commensurate with the potential and advantages; Development mechanisms and policies are still limited. GRDP growth did not meet plan; The enterprise’s production and business are still facing difficulties; Competitive capacity is not high. The disbursement rate of public investment capital is low, including in National Target Programs and some investment projects that are behind schedule.

Pay attention and focus on implementing “1 focus, 2 reinforcement, 3 promotion”

Regarding directions, tasks, and key solutions in the coming time, the Prime Minister requested the effective implementation of the approved Hoa Binh Provincial Planning for the period 2021 – 2030, with a vision to 2050; Maximize potential differences, outstanding opportunities, and competitive advantages; realizing perspectives, visions, and development goals; forming new development space, creating new values.

Pay attention and focus on implementing “1 focus, 2 reinforcement, 3 promotion”, specifically:

“One focus” is to promote self-reliance and self-reliance to mobilize all resources and effectively exploit resources for development; focus on traditional growth drivers (investment, consumption, export); Promote new growth drivers (digital economy, green economy, circular economy, knowledge economy, sharing economy…).

“Two enhancements” include: (i) Increasing investment and developing human and social factors (improving people’s knowledge, training human resources, fostering talents; ensuring social security and fairness , social progress, security, safety, people’s safety, environmental protection); (ii) Strengthen regional, domestic and international connectivity through connecting the transportation system, connecting production chains, supply chains, etc.

“Three thrusts” include: (i) Promoting the development of a synchronous and comprehensive strategic infrastructure system (transportation, electricity, telecommunications, health care, education, combating climate change, …); (ii) Promote the development of industry and services to serve processing, manufacturing, production chain, supply chain, and service chain; (iii) Promote the application of science and technology and innovation to serve rapid and sustainable development.

Develop driving industries to promote growth

The Prime Minister also requested Hoa Binh to always innovate its thinking, vision, develop and exploit to the maximum its internal resources (people, nature, historical and cultural traditions) with the external resources of the region and the whole country. domestic and international. Harmonious and reasonable combination of internal and external resources.

At the same time, develop driving industries to promote growth, focusing on processing, manufacturing, and high-tech industries; ecotourism, resorts, sports, national cultural identity…; clean, organic, high quality agriculture.

Strengthen and improve the effectiveness of economic linkages, maximize the role of connecting the Northwest region with Hanoi Capital, the Red River Delta and the North Central region.

Promote strategic infrastructure investment, promote public-private cooperation, use public investment to lead investment investment, and unblock resources in society; Strictly manage and use investment capital effectively, prevent and combat corruption and negativity.

Invest in developing education, training, and high-quality human resources, especially human resources for potential fields of the province; devoting resources to human development, improving quality of life, ensuring social security, and narrowing development gaps in the province. Complete the removal of temporary and dilapidated houses in 2025.

Regarding some proposals and recommendations of Hoa Binh province

Regarding separating section 2 of the regional link road project (section Km0 – Km19 of CT03 expressway) into a separate project, with an investment scale of 04 lanes and investment plan for Hoa Binh – Moc Chau expressway project , section Km0 – Km19:

The Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministries of Planning and Investment, Finance and the People’s Committee of Hoa Binh province to review and evaluate the overall and comprehensive assessment; clearly define the authority to handle according to the provisions of law for each content as recommended by the Province; Report to the Prime Minister for consideration and decision according to authority in the second quarter of 2024.

Regarding adjusting the connection point with National Highway 6 of the inter-regional traffic route from Ho Chi Minh Highway in Ngoc Lac district, Thanh Hoa to National Highway 6 in Tan Lac district, Hoa Binh: People’s Committee of Hoa Binh province Coordinate with the People’s Committee of Thanh Hoa province to handle according to authority and provisions of law in the process of researching and formulating investment projects according to the conclusion of the Prime Minister at the meeting with leaders of Thanh Hoa province ( Notice 504/TB-VPCP dated December 5, 2023 of the Government Office); ensure compliance with the approved Provincial Planning.

Regarding mechanisms and policies for Hoa Binh Hydropower Company: Assign the Committee for Management of State Capital at Enterprises to preside and coordinate with the Ministry of Industry and Trade, Vietnam Electricity Group and relevant agencies to research , make an overall assessment, propose a handling plan in accordance with the provisions of law, ensure harmony of social interests, the interests of the state, businesses, and consumers, and report to competent authorities in the third quarter. year 2024./.
