This morning (April 23), the Department of Industry and Trade organized a dialogue conference with small traders and business households at markets in the province.

Attending the Conference were Mr. Le Van Danh – Deputy Director of the Department of Industry and Trade; Representatives of leaders of relevant departments, branches, branches and localities; Management Board/Management Team/Enterprise manages markets in the province; and representatives of small businesses and business households doing business and trading at markets in the province.

The conference was organized to listen to the opinions, thoughts, aspirations as well as difficulties and problems of small traders and business households in traditional markets in the province; At the same time, find good solutions and practices to promote traditional markets to operate more effectively; Thereby contributing to better serving the shopping needs of local people, ensuring jobs for people and social security and order.

According to a report from the Department of Industry and Trade, up to now, there are 92 markets in the province, of which 79 markets are in planning (including 03 grade 1 markets; 14 grade 2 markets; 60 grade 3 markets; 2 temporary market) and 13 spontaneous markets, not in the planning. Currently, exploitation and business activities at markets still encounter certain difficulties and limitations such as: investment, repair, and upgrading of markets are hindered by regulations; The work of converting the market management model also faces difficulties because there is no guiding document from the ministry; converting the functions of some markets that are not operating effectively; The work of handling and eliminating spontaneous markets is still limited; The handling of business households living within the market or building commercial civilization has not been drastic; The local initiative has not yet been promoted in calling for socialization of investment in building markets… Besides, with the growing development of online sales businesses, convenience stores or Supermarkets, shopping centers… have had a significant impact on the operations of traditional markets.

At the Conference, small traders presented difficulties and problems in the process of trading at traditional markets in the province such as: the situation of some traditional markets is increasingly degraded, not ensuring safety for customers. small business households doing business at the market; sluggish trade (especially in clothing, shoes, consumer goods, etc.); The market share of traditional markets is gradually shrinking; The situation of selling on the roadside, on the sidewalk, and selling at rented houses near the market leads to difficulties for traders selling at the market; The situation of selling on vehicles and homemade vehicles causes loss of urban aesthetics…

Based on the difficulties and problems that small businesses proposed, the Department of Industry and Trade and representatives of specialized agencies in the province answered and answered questions and recommendations of small businesses; At the same time, we will record recommendations to report to the Provincial People’s Committee and will propose solutions in the coming time to help small traders and business households feel secure in trading at traditional markets.

Faced with the difficult situation of small traders and business households at markets in the province, in recent times, functional agencies have implemented many solutions in an effort to make traditional gaming more and more effective. including pilot work to transform management, business, and market exploitation models in the province. Up to now, after 5 years of implementing Decision No. 3537/QD-UBND, dated December 11, 2017, in the province, 4/5 markets have completed the pilot transformation of the market management model (Ngai market). Giao, Phuoc Hai market, Binh Chau market, Chau Pha market); Only Ward 5 market – Vung Tau city is currently requesting to stop implementation and propose to switch to pilot implementation at Long Son market.

Implementing the direction of the Provincial People’s Committee, the Department of Industry and Trade also organized a working group to learn experiences on transforming management, business and market exploitation models in An Giang province and Vinh Long province from September 20 to 22. March 2024. Through the results of learning and experience, currently, the above provinces are also facing the same difficulties and obstacles as BRVT province in converting the market management model.
