Focus on 3 strategic breakthroughs including: institutions, including institutions related to CD; human resources, especially high quality human resources, with a focus on human resources serving the community; infrastructure, including digital infrastructure. Promote real estate in budget revenue and expenditure, such as: food and beverage business services, restaurants, e-commerce, and business on cross-border platforms. Implement fully, promptly, and improve the effectiveness of policies for people with meritorious services, social assistance, and social security assurance, including payment of benefits to non-cash policy beneficiaries.

The Prime Minister affirmed that community development is a key task and a breakthrough in implementing socio-economic development goals. To date, 21 ministries, branches and 62 localities have issued the 2024 Real Estate Plan, which specifically identifies goals and tasks of digital transformation solutions in industries and fields according to functions and scope of management. of ministries, branches and localities. The national population database has been connected to 18 ministries, branches, 63 provinces, cities and 4 businesses; Successfully synchronized over 268 million people’s information; Received more than 1.5 billion requests for information verification.

The national data sharing and integration platform has connected with 388 systems and databases of 95 agencies and units participating in the connection. Average daily transactions are about 2.8 million; The total number to date is about 2 billion transactions.

Regarding digital infrastructure development, currently 80.2% of households use fiber optic broadband internet cables. 100% of communes connect to fiber optic internet. 4G mobile broadband covers 99.8% of the population with stable quality.

Regarding digital government development, providing online public services to people and businesses, 80.44% of administrative procedures (administrative procedures) that qualify for the entire process are provided online; 47.79% of administrative procedures that qualify for the entire course are provided throughout the course. The ratio of online dossiers to the total number of dossiers resolved with administrative procedures is only about 38.3%.

Regarding digital economic development, the proportion of digital economy/GDP in 2023 is estimated to reach 16.5% with a growth rate of 20%, 3 times higher than GDP growth.

Regarding digital society development, the Ministry of Public Security has issued over 86 million citizen identification cards with chips; Received over 74.85 million electronic identification records, activated over 53.62 million electronic identification accounts for people, reaching 71.63% of received records.

The VNeID application has been integrated with 8 utility services, with 29.3 million visits; 100% of medical examination and treatment facilities have non-cash payment services; 100% of training facilities pay tuition fees non-cash; About 64% of people receive social insurance and unemployment benefits in urban areas through personal accounts. 77% of adults have payment accounts at banks…

At the meeting, delegates discussed and evaluated the implementation of digital transformation work since the 7th session with a focus on digital economic development; share good practices that bring high efficiency in practice; Analyze lessons learned and propose key solutions to best implement the tasks set out in the Committee’s 2024 Work Plan, especially breakthrough solutions.
