This is a regular meeting every 2 weeks between the Ministry and relevant units on 500 kV circuit 3 line projects.

The meeting was attended by representatives of ministries and branches who are members of the Steering Committee, functional agencies of the Ministry of Industry and Trade, assisting agencies of the Steering Committee and the investor of Vietnam Electricity Group (EVN). ), National Power Transmission Corporation (EVNNPT). The conference was connected online to the People’s Committees of 9 localities with 500kV circuit 3 lines passing through (Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh).

At the meeting, leaders of Vietnam Electricity Group reported on the implementation status of 500kV Circuit 3 Line projects. Accordingly, up to now, contract signing for 225/226 packages has been completed, There is still 01 bidding package for supplying electrical resistance of the 500 kV Quang Trach – Quynh Luu Transmission Line Project, which is currently completing procedures for re-selecting the contractor. To ensure the energization progress of the projects, EVNNPT has a plan to mobilize existing equipment on the grid to serve the 500kV circuit 3 project. To complete the energization of the project according to the schedule approved by the Prime Minister. As assigned, EVN/EVNNPT is strongly urging construction contractors to gather human resources and construction machinery to soon complete the construction of column foundations and organize the installation of columns and stringing according to the committed schedule. Urge contractors providing materials and equipment (steel poles, ceramics, accessories, fiber optic cables and wires…) to urgently complete manufacturing and transport to the construction site for synchronous installation. Expected next implementation plans of the projects.

Implementing the concluding opinions of Minister of Industry and Trade Nguyen Hong Dien, Deputy Standing Committee of the State Steering Committee for important national programs, works and projects, key energy sectors in Notice No. 91/ TB-BCT dated April 9, 2024, EVN/EVNNPT urgently and seriously implemented activities such as: Strengthening inspection work, urging contractors to concentrate all resources to accelerate construction progress. Strive to complete construction of items before June 15, 2024 so that it can be tested before official operation from June 30, 2024 under the direction of the Prime Minister; Continue to coordinate with localities to complete documents and procedures related to compensation and site clearance; Strengthen coordination with localities to promote propaganda and mobilize people’s support in compensation, site clearance and construction work; Proactively coordinate with the Ministry of Natural Resources and Environment and the Government Office to quickly appraise and submit to the Prime Minister for approval the compensation policy framework and site clearance support for projects before April 15, 2024. in accordance with the instructions of the Prime Minister.

Accordingly, EVN leaders also made a number of proposals and recommendations including: Regarding the compensation policy framework and site clearance support, EVN proposed that the Ministry of Natural Resources and Environment and other ministries and branches have their opinions soon. appraisal to submit to the Prime Minister for early consideration and approval so that the Investor has sufficient grounds to complete the site clearance work. The Group also recommends that localities soon approve the compensation plan for column foundations and safety corridors in April 2024 so that investors can complete compensation for people and businesses. At the same time, it is recommended that the People’s Committees of the provinces continue to support the handover of the remaining anchorages so that the Investor can carry out the work of spreading and pulling conductors (expected to start on April 26, 2024). According to EVNM, there are currently 197/503 spaces that have not yet been handed over; In addition, direct the District People’s Committees/District Clearance Councils to urgently inventory, count, and determine the number of houses/households that must be relocated and resettled and carry out resettlement procedures. Localities where the project passes through continue to urge and direct departments, districts and towns where the project passes through to strengthen propaganda and mobilize households to hand over the remaining narrow spaces to the Owner.
