One of the province’s key tasks is to prioritize the development of Nam Dinh City (expanded) to become a green urban area, a smart urban area, meeting the criteria for a class I urban area by 2030. Entire My Loc district was merged into Nam Dinh city and My Loc town became a ward of this city.

By 2030, the urban system of Nam Dinh province will have 26 urban areas: Nam Dinh city (expanded) is a class I urban area; The 9 class IV urban areas are towns: Thinh Long, Yen Dinh – Hai Hau district; Rang Dong – Nghia Hung district, Quat Lam, Giao Thuy – Giao Thuy district; Xuan Truong – Xuan Truong district; Co Le – Truc Ninh district; Lam – Y Yen district; Goi – Vu Ban district.

Nam Dinh will focus on developing industry to become the main economic driving force promoting economic growth, making Nam Dinh one of the industrial centers of the Southern Red River Delta region. By 2030, the proportion of industry – construction in Nam Dinh province’s GRDP will account for over 50%.

In particular, the province focuses on developing Ninh Co Economic Zone to become an area that creates a breakthrough driving force for Nam Dinh. Ninh Co Economic Zone development space is planned on an area of ​​about 13,950 hectares, located in two districts: Nghia Hung and Hai Hau. In the period after 2030, research and development towards the sea (sea reclamation).

Regarding industrial parks (IPs) and industrial clusters (CCNs), the province continues to exploit 6 established industrial parks and plans to develop 10 more industrial parks (including 7 new additional industrial parks), including: Hong Tien Industrial Park ; Trung Thanh Industrial Park; Xuan Kien Industrial Park (phase 1); Hai Long Industrial Park (phase 1); Nam Hong Industrial Park (phase 1); Thinh Tan Industrial Park (phase 1); Thang Loi Industrial Park (phase 1); Minh Chau Industrial Park (phase 1); Lac Xuan Industrial Park (phase 1); Thuong Thanh Industrial Park (phase 1). The total planned area of ​​industrial parks in Nam Dinh province by 2030 is 2,546 hectares.

Many highways and ring roads

In Nam Dinh province, there are three planned expressways, including: North – South Expressway (starting point of Yen Trung commune, ending point of Trai Me bridge, expected length of 20.4 km, scale of 6 lanes ); Phu Ly – Nam Dinh Expressway (starting point of Cau Gie – Ninh Binh Expressway to Nam Dinh City is 25 km long, 4 lanes, the section from Nam Dinh City to the end point at Ninh Binh – Hai Phong Expressway is expected to be 25 km long). km, 4 lanes (2050); and Ninh Binh – Hai Phong expressway (starting point of Day river bridge, ending point of Red river bridge, length 30 km, size 4 lanes).

Three city ring roads were built, including: Ring Road I (starting point of Tan De bridge, ending point of Northeast road of Nam Dinh city to National Highway 10, length 25 km, scale Level II); Ring Road II (DT.485B) (beginning point of intersection with Quy Phu dike (National Highway 21), ending point of National Highway 21B, length 24 km, scale Level III); Ring road III (starting point of Con Nhat ferry, ending point of Dong Doi intersection and provincial road 486B, scale Level III). Nam Dinh City Green Belt Road is 55 km long, scale Level IV – III.

With the coastal road, the section through Nam Dinh province has the beginning point of the bridge over the Red River, Giao Thien commune, the end point of the bridge over the Day river, Nghia Hai commune, length of 65.6 km, scale Level II.

Develop tourist areas and golf courses

During the planning period, Nam Dinh province will develop many tourism, resort, golf course projects… including Xuan Thuy national park (eco-tourism), Giao Thuy district, 15,000 hectares; Thinh Long town beach resort, Hai Hau district, 361 hectares; Quat Lam town beach resort, Giao Thuy district, 195 hectares; Rang Dong town beach resort, Nghia Hung district, 776 hectares; Ngam mountain eco-tourism area, Vu Ban district, 15 hectares; Giao Thuy tourist and eco-resort urban area (a complex of housing, commerce, resort services, tourism, sports, golf course,…), Giao Thuy district, 270 hectares; Bach Long luxury resort, swimming, sports, golf course, entertainment area in Giao Thuy district, 250 hectares; tourist area, urban area, resort services and Thinh Long golf course in Hai Hau district, 179 hectares.
