“Erase” the sad picture of province “4B”

More than 30 years ago, at the time of provincial re-establishment (1992), Ninh Binh was a poor province in the Red River Delta region and the whole country. The economy is mainly agricultural, forestry and fishery production (accounting for 62.9% of GDP). However, agricultural production at that time was not yet fully developed, the growth rate was slow and unstable. Industry and handicrafts are small, scattered and fragmented, mainly industrial production of construction materials; Outdated techniques and technology, low efficiency, production and business in many state-owned units are at a loss, workers are underemployed, while the population is increasing; The rate of poor households is more than 20%.

Infrastructure is seriously degraded; People destroyed mountains to burn lime, causing dust and dirt, so at that time many people gave Ninh Binh the nickname “4B” province (sad, angry, dusty, dirty). Ninh Binh tourism in the 1990s hardly developed much.

The tourism picture only has a few small highlights, with some landmarks such as: Phat Diem Stone Cathedral, Cuc Phuong National Park, Tam Coc-Bich Dong tourist area… Services to serve tourists on vacation Very little nutrition, poor, not attractive to tourists.

After the province was re-established, with the goal of exploiting the potential and strengths for rapid and sustainable development, the Provincial Party Committee proposed many policies, one of the breakthrough policies is the transformation from industrial production of construction materials to developing industries using high technology, clean technology, environmentally friendly, increasing product value and contributing to the budget.

In particular, with the historical tradition of a land rich in cultural sediments and natural landscapes, Ninh Binh has determined to exploit this potential and advantage to develop tourism according to its own standards. Green and friendly direction. This policy has been implemented persistently and drastically during many terms of the Provincial Party Congress.

Many mechanisms and policies to attract investment in infrastructure development and develop tourism industry resources have been issued, creating momentum for the “smokeless industry” to develop. But the biggest turning point of Ninh Binh tourism is the event that on June 25, 2014, Trang An Scenic Landscape Complex was registered by UNESCO as a World Cultural and Natural Heritage. This is the first and only mixed World Heritage Site in Vietnam and Southeast Asia (until now).

“With natural fragrance”, as a natural thing, Trang An Scenic Landscape Complex registered by UNESCO has a strong attraction for domestic and foreign tourists. From here, people are not only proud to live in heritage, protect heritage, but also benefit from heritage. The “sad, angry, dusty, dirty” colors are gradually erased, and bright colors with many highlights make a difference in the land filled with historical relics and rich in cultural traditions. It is a place worth living and investing.

Now, every time Ninh Binh is mentioned, it is reminded of the pride and self-respect of the land “Even if it’s not fragrant, it’s still jasmine/Even if it’s not elegant, it’s still Trang An people”.

Bring Trang An to the world, let the world look to Trang An

Immediately after being registered as a World Cultural and Natural Heritage, Trang An Scenic Landscape Complex faced many difficulties and challenges when more than 14,000 people live in the core area. Along with that are professional barriers and limitations, especially the implementation of requirements and recommendations of the World Heritage Committee…

All have posed to Ninh Binh the problem of how to preserve and preserve the integrity of the Heritage, but also exploit the potential, meet the goals and orientation of developing Ninh Binh province to become a central hub. national and regional tourism center, building a green economy, circular economy, serving the development of local communities and the country.

Faced with the above reality, Ninh Binh Provincial Party Committee issued thematic Resolution No. 02-NQ/TU dated August 17, 2016 on preserving and promoting the value of the World Cultural and Natural Heritage of Trang Scenic Landscape Complex. Security in tourism development. In particular, it is determined that the outstanding global values of heritage must be respected, preserved, conserved and promoted with the highest standards; Heritage conservation, socio-economic development and tourism development must ensure environmental and social integrity and sustainability, in accordance with the provisions of law on heritage in Vietnam and the World Trade Organization. Convention to protect World Heritage.

At the same time, direct the serious implementation of the requirements and recommendations of the World Heritage Committee (support for research activities and publication of scientific research works; amend and supplement the Management Plan heritage; research and evaluate the tourist capacity of the heritage…).

With the support and companionship of Ninh Binh province, Trang An has become one of the places serving research activities and publishing scientific research works of domestic and international scientists. Notably, the prehistoric archeology research project was carried out by Dr. Ryan Rabett and experts from Cambridge University and Queens University Belfast in the United Kingdom.

In addition, experts and leaders from UNESCO have also had many activities towards Trang An, implementing many important and effective projects in Trang An.

Mr. Jonathan Baker, Chief Representative of UNESCO in Vietnam, assessed: “After Trang An was honored by UNESCO, Ninh Binh has always done well in preserving and promoting heritage values and creating livelihoods for people. With Oriented towards a strong transformation of the growth model from “brown” to “green”, along with the right policies, resonating with general development trends, Ninh Binh has succeeded in managing, preserving and promoting heritage value.

I also appreciate the strategy of building Ninh Binh into a millennium heritage city with the motto “preserving and promoting the value of cultural-historical heritage and good traditions of the people and the land.” The ancient capital, along with the outstanding value of the World Cultural and Natural Heritage Trang An as a resource and driving force for development”, strives to become a centrally run city, a cultural, historical and tourism center. national and regional calendars.

In the context that countries around the world are facing major challenges of climate change, which has a great impact on preserving and promoting heritage values, Ninh Binh’s choice is completely correct. “. After 10 years of being registered by UNESCO, the outstanding global values of Trang An Scenic Landscape Complex are always respected and preserved.

Tourist areas and destinations in the Heritage area have truly become the nucleus, the center for promoting cultural exchange, attracting investment, and developing sustainable tourism throughout the province.

At the same time, maintaining sustainable livelihoods and creating new livelihoods for communities living in the Heritage area…, contributing to making Ninh Binh an exemplary model, typical in the world for the successful combination of development and growth. sustainable economic and tourism development as UNESCO Director General Audrey Azoulay once commented.
