The Provincial People’s Committee received Official Dispatch No. 1465/BTTTT-CATTT dated April 17, 2024 from the Ministry of Information and Communications on strengthening the work of ensuring network information security during the holidays of April 30 and May 1 and 70 years of victory at Dien Bien Phu.

To ensure network information security, maintain stable operation of information systems during major holidays such as: Celebrating the 49th anniversary of the liberation of the South and reunifying the country on April 30, International Day May 1 labor and 70 years of Dien Bien Phu victory,…; The Chairman of the Provincial People’s Committee requested departments, branches, branches and units at the provincial level; People’s Committees of districts, towns and cities; Telecommunications enterprises deploy the work of ensuring network information security for information systems under their management, specifically:

1. Strengthen the implementation of activities to ensure network information security:

Check and fully update information security patches for the information system according to warnings from the Department of Information Security, the Provincial Center for Information Technology and Communications and relevant authorities;

Review, test, evaluate and fix security holes; Hunt for threats and remove malware for all servers and workstations in the network (priority is given to information systems with IP addresses on the Botnet IP List approved by the Department of Information Security, Central Vietnam). Information and Communications Technology Center provides monthly or unexpected warnings); Regularly monitor, receive and handle information security warnings through the National Cyber ​​Information Security Incident Handling Coordination Platform (IRlab.vn) provided by the Ministry of Information and Communications.

Be ready to deploy a response plan, handle cyber attack incidents and quickly restore normal operation of the information system in case of an incident.

2. Enterprises providing telecommunications and Internet services; Organizations and businesses providing digital infrastructure and digital platforms:

Strengthen human resources, assign human resources to monitor, support and troubleshoot problems to ensure safe and smooth telecommunications and Internet infrastructure.

Review and fully deploy protection measures to ensure early and timely detection and prevention of cyber attacks, dissemination of malicious information and information that violates the law on information systems and network infrastructure. network and digital platform under management.

Strengthen monitoring, updating, and handling user feedback and complaints about spam messages and spam calls, especially scam messages and scam calls through the spam message response system. spam calls shared by the Department of Information Security; Drastically and thoroughly handle cases of spreading spam messages, scam messages, spam calls, and scam calls reported by users.

Strictly and promptly implement remedial measures at the request of the Information Security Department and competent authorities.

3. Assign the Department of Information and Communications:

Consolidate and prioritize resources and human resources for 24/7 response and monitoring tasks; Proactively and continuously monitor centralized information security monitoring systems and centralized anti-malware systems to ensure timely detection, handling and remediation of network attacks and warnings of malicious code.
