On April 24, talking to Lao Dong, the leader of Buon Ma Thuot City People’s Committee said: “Authorities are organizing the implementation of compensation, support, and resettlement for the Ho Street construction investment project. Chi Minh section to avoid the east of Buon Ma Thuot city, Dak Lak province in 2024. Accordingly, relevant units will coordinate closely with the project investor to take steps according to the provisions of law.”

“During the compensation and support process, if there is a case of disagreement with the promulgated policy framework, the authorities will conduct enforcement to ensure project construction progress. People have the right to sue. demanding rights,” the leader of Buon Ma Thuot City People’s Committee added.

Currently, in Buon Ma Thuot City, there are still 28 households that have not agreed to receive compensation and support for the Ho Chi Minh Road project, the eastern bypass of the city.

Another issue that is causing “headaches” for the authorities is the process of coordinating with the People’s Committee of Ea Kao Commune in confirming the origin of land for households receiving land transfers originating from the Agriculture and Forestry Company. Ea Kao encountered many difficulties because there was no information about the Provincial People’s Committee’s land recovery decision to hand over to local management (no Decision number and no idea which unit to assign to manage – Reporter).

In addition, the People’s Committee of Ea Kao commune has no data on the map system of land plots assigned to households, no documents related to contract contracts, land transfer milestones and timing. First land allocation. On the other hand, households have transferred (handwritten papers) many times so they face many difficulties in confirming the origin of land.

According to the Management Board of investment projects for construction of transport and agricultural and rural development projects (Ban A) of Dak Lak province, based on the planning approved by the Prime Minister, the first location of the project is connected with the end point of the Buon Ho town bypass and intersecting with National Highway 14 at km1758+00. The starting location of the project continues through the rubber plantation plot; have low compensation costs.

However, in 2020, the Ministry of Transport adjusted and moved the starting location of the above project to km1758+946 in Cuôr Dang commune, Cu Mgar district; Nearly 1km from the planned location.

With this adjustment, the frontline location of the Buon Ma Thuot City Eastern bypass project is moved into a densely populated area, incurring compensation and site clearance costs. In addition, drivers are forced to go through a toll booth located nearby, which costs more money. This is one of the bidding packages with the participation of Thuan An Group Joint Stock Company.

Currently, the People’s Committee of Dak Lak province has directed Board A to provide bidding package documents constructed by Thuan An Group Joint Stock Company at the request of the Police Department investigating crimes of corruption, economics, and smuggling – Ministry of Public Works. security (C03).

As Lao Dong informed in 2022 and 2023, at the Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot City, Dak Lak province, the land clearance capital increased to more than 300 billion VND compared to the original calculation, but The project investor and related parties only ask to admit their shortcomings and learn from experience.

When implemented, the above project had a total investment capital of more than 1,500 billion VND. In particular, the investment capital uses 100% of the Central budget capital with site clearance of nearly 400 billion VND. The project has a length of about 39.07km and Ban A is the investor.

Up to now, people’s complaints related to compensation, site clearance, and resettlement arrangements on the above road are still ongoing, with no end in sight.
