(QBDT) – On the afternoon of April 24, under the chairmanship of comrade Tran Thang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, the Provincial People’s Committee held a meeting on compensation, support and site clearance ( Land Clearance) project to build the Eastern North-South Expressway in the period 2021-2025, section through Quang Binh province. Attending were representatives of leaders of relevant departments, branches, localities and units.

Currently, the total length of route sections handed over to project management boards is 120.16km/126.43km (reaching 95.04%), the remaining 6.27km (accounting for 4.96%) not yet handed over. Since implementing the project until now, the district People’s Committee has approved a value of over 2,039 billion VND; Payment of over 1,820 billion VND (reaching 89.28%).
Regarding resettlement areas, 7/26 areas have been completed, and 19/26 areas are currently under construction, with an average of about 89% of the volume. To date, localities have completed and handed over to people 11/13 cemeteries. For high voltage power lines, relocation work has been completed. For medium and low voltage lines, telecommunications, transformer stations, and BTS stations, the average volume is about 68%.

The district People’s Committee is organizing the relocation and refund of affected social infrastructure works. In 2024, localities have disbursed over 592 billion VND (reaching 68.73%). Reserves of common material mines and waste dumps in the province meet the needs of component projects.
At the meeting, representatives of departments, branches and localities focused on analyzing and discussing difficulties and problems and proposed solutions to determine the implementation of site clearance work in the coming time.

Speaking at the conclusion of the meeting, Chairman of the Provincial People’s Committee Tran Thang emphasized that in order to meet the Prime Minister’s request to complete site clearance work before April 30, localities need to take advantage of the weather and gather resources. Concentrate human resources and machinery to complete the construction of resettlement areas and relocate technical infrastructure; promptly support people to relocate to resettlement areas; For resettlement areas that have not been completed and building houses in new locations also takes time, localities should research temporary settlement plans for people.

The Provincial Police firmly grasps the situation to strictly handle, in accordance with the law, cases of violation, opposition, and obstruction of site clearance work of national key projects.
For project management boards (Ministry of Transport), Chairman of the Provincial People’s Committee Tran Thang requested to continue to actively coordinate closely with districts, towns and cities to remove difficulties and obstacles. ; meet sufficient funding for compensation payments and site clearance for localities; Managing waste dumps to ensure regulations and environmental protection; For households near the 3m project area, it is necessary to clearly determine the scope of impact on people’s lives. If safety is not guaranteed, people must be supported to relocate.

The Chairman of the Provincial People’s Committee also requested departments, branches and localities to take drastic action and quickly resolve the handover of the North-South expressway project; proactively monitor and understand the situation and progress of project implementation, difficulties and problems to promptly advise the Provincial People’s Committee and Provincial Steering Committee to direct and resolve according to regulations.
