The meeting was chaired by Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation.
By April 2024, national digital transformation has achieved many positive results. Institutions and policies to promote digital transformation continue to be improved, leadership and executive direction are strengthened.
To date, 21 ministries, branches and 62 localities have issued the Digital Transformation Plan for 2024. For digital data development, 14 ministries, branches and 52 localities have issued a list of databases according to regulations; 11 ministries, branches, Vietnam Social Insurance and 43 localities issued lists and plans to provide open data. Developing digital infrastructure, 80.2% of households use fiber optic broadband Internet, 100% of communes connect to fiber optic Internet, 4G mobile broadband covers 99.8% of the population with stable quality. .
Regarding digital government development, the National Public Service Portal has a total of 13.2 million user accounts, with over 4,500 integrated online public services. Regarding digital economic development, Vietnam’s growth rate is considered the fastest in Southeast Asia for 2 consecutive years (2022 reaches 28%, 2023 reaches 19%), 3.5 times higher than the GDP growth rate. . Regarding digital society development, the Ministry of Public Security has issued over 86 million citizen identification cards with chips, received over 74.85 million electronic identification records, and activated over 53.62 million electronic identification accounts. for the citizen.
In Binh Phuoc, the important digital transformation work has always received special attention and drastic direction from the provincial leaders and achieved many encouraging results. Reporting to Prime Minister Pham Minh Chinh, Chairman of the Provincial People’s Committee Tran Tue Hien said: Binh Phuoc always identifies digital data as a precious resource in the digital era – one of the extremely important deciding factors. the success of digital transformation. Therefore, the province has early paid attention to creating, exploiting, using, and enhancing the sharing and connection of digital data.
The establishment of the Provincial Intelligent Operation Center (IOC) has demonstrated the high political determination of the Party Committee, government and people of Binh Phuoc province with the goal of gradually centralizing all data in the fields of centralization. focus, helping provincial leaders quickly grasp, analyze, evaluate and make timely directing and operating decisions. IOC of Binh Phuoc province is designed to provide data and processing in 11 areas to serve the operational direction of provincial leaders. The province has also established 3 data analysis teams led by Vice Chairmen of the Provincial People’s Committee to direct and manage the monitoring and evaluation of indicators and data in the field of management.
Over its period of operation, the provincial IOC has helped provincial leaders, departments and branches better grasp the situation, especially the socio-economic situation; Centralized data mining helps enhance transparency and increase management efficiency. The data system has integrated and optimized resources.
| Three big lessons that Binh Phuoc learned during the digital transformation process: First, absorbing the direction and attention of the Government, the Prime Minister, ministries and central branches, and the drastic direction of the Province. The Committee is concretized by thematic resolutions, the participation of the leadership team, and by high political determination with the motto “want to do, know how to do, do together and passionately do”. Second, based on the actual situation, it is not a perfectionist to make a request in a short time to have operating data immediately, but in the first phase, only put it on the framework, from there direct each step of improvement. Third, focus on propaganda and training of officials, employees and people in using and interacting with component applications. At the same time, there needs to be appropriate support policies for officials, civil servants, and public employees working at the IOC from the province to the grassroots. |
