According to the indictment, in 2016, Loi began to organize a group, inviting hundreds of people living in Long Thanh commune (Vinh Loi district) and Bac Lieu city to join the group to receive commissions. .

Loi’s way of playing is that at the opening period, the tour member who wants to receive the prize must offer the highest interest rate. In case many guild members offer equally high interest rates, the tour member who offers the highest interest rate first will receive the reward. Hui.

When it’s time to open the house, Loi will publicize the interest rate for the participating members to know and each time the house opens, only a portion of the money will be received. After the opening period of about 5-10 days, Loi collects the money contributed from the members and gives it to the members to receive, the commission Loi receives is equal to ½ of the value of their share.

During the process of organizing the hui activities, because some members received their contributions but were slow to contribute or did not contribute at all, Loi used a part of the contributions from other hui members to fill the gap. Remember each time specifically and fill it in for someone.

In addition, Loi also pays fees to the members who buy them and use them for personal use. From there, it leads to a deficit in money from the hui and an imbalance in revenue and expenditure when there is a hui member receiving the hui.

In order to have money to fill these imbalances, Loi used a fake name to participate and receive payments, impersonating a trainee to receive payments, selling them falsely… in order to appropriate other people’s money. When he could no longer carry out the act of appropriation, on September 1, 2022, Loi announced his bankruptcy.

Through his activities as a hui owner, Loi used fraudulent tricks to appropriate the contributions of hundreds of hui members participating in 34 hui groups and sold them falsely, with a total amount of appropriation of over 5.6 billion VND.
