Kindergarten class owner Ti Bo beat two boys

Ho Chi Minh CityKindergarten owner Ti Bo admitted to hitting, slapping, and sitting on two boys because they did not eat and were mischievous, which the Department of Education leader said was “unacceptable”.

On the afternoon of April 24, the People’s Committee of Linh Dong Ward, Thu Duc City, issued a quick report on the child abuse case at Ti Bo kindergarten.

After working with Ms. Lam Thi Bach Nga, the owner of the facility, this morning, authorities determined the incident occurred on the morning of April 11. Ms. Nga admitted that she was the one who beat, slapped, and sat on the children in two videos circulating online. She said she was aware of her mistakes and accepted responsibility.

According to reports, two boys were abused in two videos. A 5-year-old child was forced by Mrs. Nga to eat tangerines because she refused to eat and cried. A 6-year-old child was slapped by her grandmother and hit her head with a plastic brick (a classroom toy) because she was playing with and damaging the toy.

According to the People’s Committee of Linh Dong ward, Ms. Nga then proactively met the parents of the two children to reconcile and compensate, but no consensus was reached. The ward police are continuing to verify information to advise on handling according to regulations.

Ti Bo kindergarten will be suspended from tomorrow. During this time, Ms. Nga must ensure benefits for teachers and staff, and be responsible for parents and children studying.

In addition, the ward supports the families of 22 children at this facility to transfer to other schools and class groups in the area.

At noon on February 24, Ms. Luong Thi Hong Diep, Head of the Early Childhood Education Department, Ho Chi Minh City Department of Education and Training, said she had information about the incident at Ti Bo kindergarten.

“This is an unacceptable action for a preschool teacher. The Department of Early Childhood Education has repeatedly warned, but there are still violations,” Ms. Diep said.

According to Ms. Diep, Ti Bo kindergarten is licensed and managed by the locality. Therefore, the incident will be handled by Linh Dong ward authorities.

The Department requested the Department of Education and Training of Thu Duc City to direct preschool education facilities in the area to seriously implement management and ensure safety for children. In addition, the Department coordinates with local authorities to strengthen inspection and supervision, especially with independent class groups.

According to Circular 49 of 2021 of the Ministry of Education and Training, independent preschool education facilities are invested in by individuals or communities, ensuring operating conditions according to regulations. Depending on the scale (under 7 or over 7 children), teachers must meet standards of professional ethics, training level (from pedagogical college or higher), and receive professional training.
