(CTTĐTBP) – On the afternoon of April 23, Deputy Prime Minister Tran Luu Quang chaired a meeting with ministries, branches and localities on the draft Decree amending and supplementing Decree No. 73 regulating applied investment management information technology using state budget.
The meeting was connected online to meeting points in provinces and cities nationwide. Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee Tran Tuyet Minh and leaders of relevant departments and branches attended the meeting at Binh Phuoc bridge.
| The draft Decree amending and supplementing Decree No. 73 focuses on 4 contents, including: Adjusting the limit of design cases for investment projects applying information technology using public investment capital. and regular funding sources; Expanding the scope of regulation of the decree, applying to capital from legal income sources of state agencies and public service units, reserved for investment according to the provisions of law; Supplement regulations to explain and evaluate the effectiveness between hiring information technology services and new investments as a basis for deciding on the form of implementation; Clarifying the nature of internal software bidding packages as a basis for determining the type of bidding package. |
At the meeting, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee Tran Tuyet Minh had comments on the first content: “Adjusting the limit of design cases for public application investment projects.” Information technology uses development investment funds and regular expenditures from state budget capital. According to the People’s Committee of Binh Phuoc province, it is necessary to stipulate specific limits for localities to base their implementation on (it can be left unchanged according to Decree No. 73 or increase the limit as in the draft revised Decree). Because if specific limits are not specified and assigned to the level with authority to decide on investment, when implementing project planning, it will be difficult for agencies and units to determine which projects follow the design process. 1-step design, any project follows a 2-step design process. Because of the different viewpoints of the units, in case of inspection or examination of the project implementation process, it is very difficult for the units to explain the grounds, they must ask for opinions from the competent authorities, in some cases it will lead to to the error…
Vice Chairman of the Provincial People’s Committee Tran Tuyet Minh also stated a number of difficulties and obstacles in the implementation process, and proposed the Ministry of Information and Communications to research and consider adding the content “Establishment, appraisal Determine and approve estimates and plans for selecting contractors in the investment preparation phase for projects and plans to hire information technology applications” in Article 11 of the decree, and at the same time request the Ministry of Information and Communications. Media has written instructions or regulations, supplemented by the Decree Regulations for testing and pilot software.
Concluding the meeting, Deputy Prime Minister Tran Luu Quang clarified some of the delegates’ concerns around the four contents raised. The Deputy Prime Minister assigned the Ministry of Information and Communications to summarize the opinions of the delegates to continue to complete the collection of opinions on amendments and supplements to the decree.
