With the goal of preserving and promoting the value of Vi and Giam folk song heritage, Resolution No. 29/2021/NQ-HDND dated December 9, 2021 of the XVIII People’s Council of Nghe An province, 4th session ” regulating support policies for artisans, clubs in the field of Intangible Cultural Heritage and artists working at the Traditional Arts Center of Nghe An province” has been creating positive impacts. to the cultural and spiritual life of local people.

However, up to now, some Vi and Giam folk song clubs in Thanh Chuong district have not yet benefited from this policy.

The club is in trouble

Established in 2009, the Vi and Giam Folk Song Club in Ngoc Son commune is not only the core of Thanh Chuong district in the movement to preserve and promote the intangible culture of humanity but is also a unit with many contribute in the process of preparing documents for submission to UNESCO for recognition.

The club has 1 People’s Artisan, 3 Elite Artisans and more than 40 members. The members work “quite regularly” and are regularly invited to attend many Festivals as well as the Lotus Village Festivals at district and provincial levels and have won many awards. The club does a good job of transmitting folk songs to the younger generation by opening many training classes inside and outside the district.

In Thanh Chuong district, there are also three other Vi and Giam folk song clubs: Thanh Linh, Dai Dong, and Dong Van, all of which have made many contributions to preserving and promoting this art form. But all four clubs above have one thing in common: they have not received support from Resolution No. 29/2021/NQ-HDND.

Clause 2, Article 3, Resolution No. 29 stipulates that the Clubs for preserving and promoting Intangible Cultural Heritage shall have their establishment decided and approved by the Chairman of the District People’s Committee; has a Board of Directors and at least 20 members or more.

These clubs operate periodically, regularly at least once a month; practice performances and organize teaching to preserve and promote the value of Intangible Cultural Heritage in the area. Clubs that actively participate in festivals, competitions, exchange activities, and promote the cultural heritage of the province and locality are supported with 30 million VND/newly established club to purchase musical instruments, props, performances and 5 million VND/club/year for operations.

People’s Artist Vo Thi Hong Van, Head of Ngoc Son Vi and Giam Folk Song Club, shared that the policy has been issued for 3 years and almost all commune-level Vi and Giam Folk Song Clubs in The province has all benefited from the policy from Resolution No. 29. However, the clubs in Thanh Chuong district have not benefited from this policy.

Ms. Van further analyzed that without receiving support policies under Resolution No. 29, clubs will lack funds to organize activities such as training, performing, participating in competitions and festivals.. This leads to limited activities, affecting the quality and effectiveness of teaching Vi and Giam folk songs. Without financial resources, clubs also have difficulty attracting and retaining members.

“The lack of funding to organize promotional and communication activities for Vi and Giam Folk Songs will make this art form less known; especially for young people. Therefore, authorities at all levels need to pay attention and remove difficulties to better implement support policies for artisans and Vi and Giam folk song clubs. Thereby, contributing to preserving and promoting the value of this unique intangible cultural heritage” – People’s Artist Vo Thi Hong Van suggested.

Resolve difficulties early

Explaining the reason why 4 Vi and Giam folk song clubs in Thanh Chuong district have been established for many years but have not yet benefited from the policy according to Resolution No. 29, Ms. Nguyen Thi Quy, specialist of the district Culture Department , said that immediately after Resolution No. 29 was issued, the Division issued an official dispatch instructing communes to complete the dossiers according to the prescribed terms. However, due to some problems, the clubs of Ngoc Son, Dai Dong, Thanh Linh and Dong Van communes have not yet been completed.

According to Ms. Nguyen Thi Quy, at Point a, Clause 1, Article 3 of Resolution No. 29, the condition for support is that the Chairman of the District People’s Committee must issue an establishment decision and approve the charter. While the documents to establish clubs since 2009 in Thanh Chuong district have only been approved by the commune level. In addition, the completion of documents and approval of documents must be appraised by the Department of Internal Affairs.

Regarding this issue, Mr. Dau Ba San, Deputy Head of the Department of Internal Affairs of Thanh Chuong district, said that according to point a, clause 1, Article 3, the conditions for support for the club to preserve and promote Cultural Heritage Intangible provisions stipulated in the resolution, commune-level clubs do not have enough basis to enjoy this policy.

Because according to Decree 45/2010/ND-CP dated April 21, 2010 of the Government “regulating the organization, operation and management of Associations,” to establish an association, the founders must establish an Operation Committee. to establish the Association. The Committee for the establishment of the Association is recognized by the State management agency in charge of the major industries and fields in which the Association intends to operate…

According to leaders of the Department of Culture and Sports of Nghe An province, this issue is implemented quite well by most localities. Districts and cities only require newly established commune and ward level clubs to complete a list of current club members, and the Association’s charter allows them to establish a Campaign Committee according to Decree No. 45 of the Government. government.

The district will complete the dossier in accordance with Clause 1, Article 3 (Chairman of the District People’s Committee issues the decision to establish and approve the charter) and organize a club launching ceremony. For old clubs, established before January 1, 2022, only a list of current club members and operating charter is required and the district will add consolidation procedures.

After that, the district culture department submits it to the provincial level for approval and regular funding. Therefore, in most districts and cities, Vi and Giam folk song clubs at commune level, both new and old, enjoy support policies according to Resolution No. 29 of the Provincial People’s Council. In the province, only Thanh Chuong district has not yet consolidated and completed procedures for Vi and Giam folk song clubs to operate before January 1, 2022 to receive regular funding according to Resolution No. 29 of the Provincial People’s Council.

“The four commune-level Vi and Giam folk song clubs in Thanh Chuong district are long-standing clubs, effectively spreading and transmitting Vi and Giam folk songs at the grassroots level. The government is the “midwife” who encourages and encourages artisans and clubs to operate. Therefore, when implementing the policy, the district should not be too “mechanical” but must apply it flexibly, based on reality to support clubs in completing procedures to enjoy this policy,” Ms. Phan Thi Anh, Head of the Heritage Management Department of the Department of Culture and Sports of Nghe An province, stated.

To date, Nghe An has 130 Vi and Giam folk song clubs. The unique intangible cultural value of this type of art is a precious national heritage that needs to be respected, preserved and promoted; In which, artisans and Vi and Giam folk song clubs play an important role.

Therefore, the Culture and Sports sector, artisans, and Vi and Giam folk song clubs in Thanh Chuong district hope that the district needs to provide drastic guidance and create conditions to remove difficulties and obstacles to implement the Resolution.
