The project is invested by Dak Lak Irrigation Company.
During the implementation process, phase 1 has constructed the main canal, N1, N2, N2-2, N2-3, with a total investment of over 57 billion VND. The investor has organized the construction, completed the acceptance test, and handed it over for use.
For phase 2 being investigated by the police, including: branch canals N2-5, N2-6, N2-7, N2-8, N2-10, N2-11, N2-13, flood drainage canal, management building and accompanying equipment with a total investment of over 31 billion VND.
The phase 2 project had to be paused since 2011 because of land problems due to people not agreeing with the level of support.
