STO – On the afternoon of April 24, at the People’s Court of Soc Trang province, a conference took place to collect comments on the second draft of the Law on Organization of the People’s Courts (amended). Comrade To Ai Vang – Provincial Party Committee member , Deputy Head of the Provincial National Assembly Delegation; Comrade Thai Ret – Provincial Party Committee member, Chief Justice of the Provincial People’s Court; National Assembly delegate Venerable Ly Minh Duc – Member of the National Assembly’s Ethnic Council, Abbot of Som Rong Pagoda attended and co-chaired the conference. Also attending were leaders, professional departments, leaders of the People’s Court, and judges at two levels in the province.

The draft Law on Organization of the People’s Courts (amended) includes 9 chapters and 153 articles; The content has many amendments to continue perfecting the organizational structure, improving the quality, effectiveness, efficiency and reputation of the people’s courts. Comrade Thai Ret hopes that delegates in the two-level system should focus on researching and contributing to the draft to build a professional, modern, fair, strict, and integrity court system. At the same time, to fulfill the important responsibility of protecting justice, protecting human rights, civil rights, protecting the interests of the State, protecting the legal and legitimate rights and interests of organizations and individuals.

At the conference, delegates actively contributed to 11 contents of the draft: Regulations on courts exercising judicial powers; Collecting documents and evidence in resolving criminal, administrative, civil cases and other cases under the court’s jurisdiction; on reforming provincial-level people’s courts and district-level people’s courts according to jurisdiction; specialized first instance people’s court; about the rank of judge; about the jury; on the authority of the National Assembly Standing Committee and the Chief Justice of the Supreme People’s Court; on the establishment of departments at the High People’s Court on the basis of reorganizing the current director and inspection departments; term of office as judge; appoint Deputy Chief Justice of the Supreme People’s Court; Attendance and information activities at court hearings and meetings.

The delegates basically agreed with the second draft of the Law on Organization of the People’s Courts (amended), saying that adding the content of judicial power to the draft law is extremely necessary and appropriate. For the most part, delegates commented and amended a number of in-depth articles, in accordance with the actual local situation and some problems during operations.

Comrade To Ai Vang acknowledged the delegates’ comments; We request the Provincial People’s Court to synthesize the above opinions and send them to the Provincial National Assembly Delegation for synthesis, research, and editing to submit to the upcoming National Assembly session. We hope that the Law on Organization of the People’s Courts will create the best conditions for the court system to exercise its judicial powers to contribute to keeping the balance, trust and legislative spirit fair and strict.
