Discipline 23 leaders of Vinh Phuc related to AIC, FLC and Phuc Son Group

During the days April 23 – 24, in Hanoi, the Audit Committee PRIVATE held the 40th session, to review the inspection results when there were signs of violations and the review results, recommending disciplinary action against the Standing Committee of the Vinh Phuc Provincial Party Committee.

The Central Audit Committee concluded that the Standing Committee of the Vinh Phuc Provincial Party Committee violated the principle of democratic centralism and working regulations; violating the principles of self-criticism, criticism, and unity within the Party and in personnel work.

The Standing Committee of Vinh Phuc Provincial Party Committee is still irresponsible, lax in leadership and direction, and lacks inspection and supervision to ensure that the Party Committee of the Provincial People’s Council (People’s Council), the Party Committee of the Provincial People’s Committee and many organizations and individuals of serious violations of Party regulations and State laws in implementing a number of investment projects, including projects by Progressive International Joint Stock Company (AIC), Group Joint Stock Company FLC, Phuc Son Group Joint Stock Company implemented.

In addition, a number of officials and party members of the Standing Committee of the Vinh Phuc Provincial Party Committee have degraded their political ideology, ethics, lifestyle, are negative, accept bribes, dishonestly declare personal assets, and commit violations. Law on Prevention and Combat of Corruption, violating regulations on what party members cannot do and the responsibility to set an example.

According to the Central Audit Committee, the above violations have caused very serious consequences, damage and risk of damage, and a huge waste of money and assets of the State; causing public anger and negatively affecting the reputation of the party organization and local government, to the point of requiring review and disciplinary action.

Responsibility for the above violations belongs to the Standing Committee of Vinh Phuc Provincial Party Committee for the terms 2015 – 2020, 2020 – 2025; Provincial People’s Council Party Committee, Party Committee of Vinh Phuc Provincial People’s Committee for the terms 2016 – 2021, 2021 – 2026.

The Central Audit Committee also determined that the responsibility for the above violations belongs to individuals: Ms. Hoang Thi Thuy Lan, former Commissioner PRIVATE Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, former Head of the Provincial National Assembly Delegation; Mr. Le Duy Thanh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People’s Committee; Pham Hoang Anh, former Permanent Deputy Secretary of the Provincial Party Committee (was expelled from the Party and criminally prosecuted).

Also responsible are Mr. Tran Van Vinh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Youth Union, Chairman of the Provincial People’s Council; Nguyen Van Tri, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People’s Committee; Nguyen Trung Hai, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Council; Nguyen Ba Huy, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee’s Organization Committee; Dinh Ngoc Khoa, Secretary of the Party Committee, Principal of the University of Technology and Logistics of the People’s Public Security, Ministry of Public Security, former member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Director of the Provincial Police.

Also responsible are Mr. Vu Chi Giang, Member of the Provincial Party Committee, Member of the Party Committee, Vice Chairman of the Provincial People’s Committee; Nguyen Kim Khai, former Provincial Party Committee member, Vice Chairman of the Provincial People’s Council; Phan The Huy, Provincial Party Committee member, Secretary of the Party Committee, Chief of Office of the Provincial People’s Committee; Le Van Kien, Provincial Party Committee member, Party Secretary, Director of Department of Transport; Khong Son Truong, former Provincial Party Committee member, Party Committee Secretary, Director of the Department of Labor, War Invalids and Social Affairs; Nguyen Kim Tuan, Provincial Party Committee member, Party Secretary, Director of Department of Natural Resources and Environment; Nguyen Thanh Tung, Provincial Party Committee member, Party Committee Secretary, Director of the Department of Finance.

In addition, there were also Mr. Nguyen Duc Tai, Secretary of the Party Committee, Director of the Department of Construction; Do Huu Vinh, Deputy Secretary of the Party Committee, Director of the Department of Information and Communications; Tran Gia Long and Nguyen Ba Hien, former Party Secretary and Director of the Department of Information and Communications; Nguyen Van Do, Provincial Party Committee member, Party Secretary, Director of Department of Planning and Investment; Do Dinh Viet, former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Planning and Investment; Bui Minh Hong, Nguyen Cong Loc, Nguyen Xuan Phuong, former Party Secretary, former Head of the Provincial Industrial Park Management Board; Nguyen Van Bac, former Provincial Party Committee member, Director of the Department of Justice; Le Van Phuc, Secretary of the Party Committee, Director of the Tax Department of Vinh Phuc province.

According to the Central Audit Committee, related to the above violations are also the responsibilities of a number of other party organizations and party members.

Since then, the Central Audit Committee decided to discipline and warn: Vinh Phuc Provincial People’s Council Party Committee for the term 2021 – 2026; Party Committee of Vinh Phuc Provincial People’s Committee for the terms 2016 – 2021, 2021 – 2026 and gentlemen: Nguyen Van Tri, Nguyen Ba Huy, Dinh Ngoc Khoa, Vu Chi Giang, Nguyen Kim Khai, Le Van Kien, Khong Son Truong, Nguyen Kim Tuan, Nguyen Thanh Tung, Nguyen Duc Tai, Do Huu Vinh, Tran Gia Long, Nguyen Ba Hien, Nguyen Van Do, Do Dinh Viet, Bui Minh Hong, Nguyen Cong Loc, Nguyen Xuan Phuong, Nguyen Van Bac.

The Central Audit Committee also disciplined and reprimanded: Vinh Phuc Provincial People’s Council Party Committee for the 2016 – 2021 term; Standing Committee of Vinh Phuc Provincial Police Party Committee for the terms 2015 – 2020, 2020 – 2025 and Mr. Tran Van Vinh, Nguyen Trung Hai, Phan The Huy, Le Van Phuc.
