There are currently more than 50 enterprises in the semiconductor industry operating in Vietnam such as Intel, Amkor, Hana Micron (packaging, testing); Ampere, Marvell, Cadence, Renesas, Synopsys, Qorvo (design); Lam Research, Coherent (equipment manufacturing)…; We have a quality, affordable workforce already operating in the electronics industry that is easy to transition into, with more than 50% of the population under 30 years old (golden population period) and about 1.8 million students graduate from universities and colleges every year; At the same time, Vietnam has upgraded its comprehensive strategic partnership with most countries with developed semiconductor industries.

The joint statement on upgrading Vietnam-US relations to a Comprehensive Strategic Partnership clearly stated two groundbreaking cooperation contents: innovation and high technology, including the semiconductor industry. In particular, Vietnam is one of the few countries with which the United States has signed a Memorandum of Understanding to develop the semiconductor industry ecosystem, which emphasizes cooperation in developing human resources for the industry.

With the above context and advantages, Vietnam has a “once-in-a-generation” opportunity to participate in the global semiconductor industry value chain. In recent high-level meetings of the Prime Minister with US partners, the US side emphasized that in order to grasp and realize this opportunity, Vietnam needs to quickly deploy it in a short period of time. should be more than 24 months. One is the need to perfect specific mechanisms and policies to ensure competition with countries in the region; The second is to synchronize infrastructure of electricity, water, transportation, fiber optic cable, and information technology; and third is to develop high-quality human resources for the industry.

The project “Developing human resources in the semiconductor industry to 2030, with a vision to 2045” built at this time is extremely meaningful and timely, demonstrating the vision of the Government and the Prime Minister. Government on the importance of human resource development for the semiconductor industry. Vietnam is also a country that moves faster and more methodically than other developing countries in the region by turning human resource development into a comprehensive project for full and comprehensive implementation. and efficiency.

The core for developing human resources in the semiconductor industry

In today’s Conference, the Ministry of Planning and Investment emphasized some core contents of the Project as follows:

Regarding the approach, in the process of developing the Project, the Ministry of Planning and Investment approaches in terms of training and developing human resources to serve all stages of the semiconductor industry value chain. The product of the training program is a team of high-quality engineers graduating from universities (not including college systems) from industries that are close, suitable, and relevant to the semiconductor industry. To effectively implement the Project, it is necessary to have the participation and participation of the entire political system, state agencies, businesses, universities, research institutes, international support, and domestic and foreign experts. foreign.

Regarding the goal, the Project determines that by 2030, Vietnamese engineers will be deeply involved in the design process, packaging and testing stages, mastering a part of packaging and testing technology; Step by step grasp technology in the production stage. Trained 50,000 engineers to serve the semiconductor industry in all stages of the value chain. Including 15,000 semiconductor circuit design engineers and 35,000 engineers in other fields of the semiconductor industry; At least 5,000 engineers among them have deep expertise in artificial intelligence. Trained about 1,300 internationally qualified lecturers.

According to estimates in the Project, to achieve the set goals, the total budget for implementing the main tasks and solutions of the Project until 2030 is about 26,000 billion VND (more than 1 billion USD), of which the budget the state is about 17,000 billion VND and socialization sources are about 9,000 billion VND.

This funding level is calculated based on the cost of equipment and human resources according to norms and practices in the world, divided into specific work items for each group of tasks, solutions and implementation organizations. presently.

To achieve the goals of the Project and have a basis for building a comprehensive and feasible system of solutions and tasks to implement the Project, the Ministry of Planning and Investment believes that it is necessary to thoroughly grasp and unify a number of following guiding views:

First, human resource development for the semiconductor industry must be consistent with Vietnam’s economic and social development requirements and world economic development trends and contexts; Encourage and create conditions for businesses to participate in training and recruiting high-quality personnel in the semiconductor industry. Training high-quality human resources is a top priority to develop the semiconductor industry in Vietnam.

Second, there are breakthrough and favorable policy mechanisms and solutions to develop the semiconductor industry and develop high-quality human resources for the industry; contributing to creating a competitive advantage for Vietnam in sustainable economic development and promoting innovation, participating in the semiconductor industry value chain.

Third, initial investment and support from the State are important factors for the success of the semiconductor industry and the development of high-quality human resources for the industry. The State considers ensuring resources to carry out tasks and solutions within the scope of the Project, encourages forms of public-private cooperation, and mobilizes socialized resources to build scholarship and investment funds. Necessary equipment and infrastructure, training centers, research and development, technology transfer, semiconductor chip business incubation at research institutes, innovation centers, universities Semiconductor industry training.

Fourth, training must be based on three-party cooperation: State – Research Institutes, Universities – Enterprises. Promote international cooperation to improve training quality. On that basis, the Ministry of Planning and Investment proposed 7 groups of tasks and solutions to implement the Project.
