The commune has 6 villages with 825 households and 3,639 people; There are 02 ethnic groups living together, the village mainly sticks along Nam Viet River, of which: Thai ethnic group accounts for 99.4% of the commune’s population, Kinh ethnic group accounts for 0.6%. The commune shares a 13,063 km long border with Laos (bordering 02 villages Nam Tay and Nam Bong in Vieng Phan village cluster, Sam To district, Hua Phan province), managing 04 national border markers: 367, 368, 369 and 370.

PV: How has Hanh Dich commune implemented its poverty reduction goals recently? What models have been implemented and what results have been achieved so far?

Grandfather Lo Van Viet: In recent times, Hanh Dich commune has always received great attention from the Party and state, the attention and direction of superiors, the leadership and close direction of the Party Committee and local authorities, and close coordination. The strictness of departments, unions and the spirit of trying to get ahead in life, eliminating people’s thoughts of expectation and dependence. In recent years, many households have written applications to escape poverty. Although the poverty rate is still high compared to the general level of the entire district, it has gradually decreased over the years; Households sustainably escape poverty (the rate of poor households in 2022 is 38.44%, near poverty is 20.55%; the rate of poor households in 2023 is 33.45%, near poverty is 24.60%).

The Commune People’s Committee has effectively implemented programs and projects to support ethnic minority areas; Social security policies that are fully and promptly implemented have helped the poor reduce difficulties, thereby creating conditions for finding jobs, increasing income, and improving family life.

In addition, investment in infrastructure serving production and people’s lives has been gradually improved and enhanced. Health, education programs, information and propaganda networks are of interest to all sectors to meet the needs of serving the people and applying science and technology to production and life.

In particular, melon is very delicious and crunchy, popular in the market. In addition, people practice rotational cultivation of vegetables such as kohlrabi, cabbage, cowpeas, corn, peanuts… thereby increasing income per unit area. Propagate and mobilize people to guide people to borrow credit from the Bank for Social Policies and use loan capital effectively. A typical example is the model of raising black pigs for reproduction and meat of Mr. Ha Van Ky’s household in Quang Vinh village with a total herd of 15 plated pigs; 20 pigs for meat; Black pig raising model of Ms. Truong Thi Lanh – Vinh Tien village with a total herd of more than 50 pigs, each year generating an income of 150-200 million VND.

In addition, do a good job of receiving and effectively implementing programs and projects supported by superiors such as: Socio-economic development support project – Soldier model associated with villagers in the delta. Ethnic minorities and mountainous people in Ky Son Economic Zone, Nghe An province/Military Region 4 in 2023 support 30 buffaloes; 49 Cows; 2000 Ducks, 2000 Chickens, 80 Pigs. The production development support project under the National Target program of Que Phong district supported 60 cows. Currently, basically all breeds are developing well. In the commune, households and forest owners have done a good job of zoning and protecting existing forest areas. In 2023, new planting will be carried out: 91.3 hectares, mainly acacia, cinnamon, lattice, sa mu dau… Forest coverage rate will reach: 96%.

Direct the Oriental Medicine Association to do a good job of planning, planting and preserving rare and precious medicinal plants. Currently, the Oriental Medicine Association is operating very well, its products such as postpartum medicine, bones and joints, liver… are very popular. Members of the Oriental Medicine Association have an average annual income of 100 – 120 million VND.

In particular, determining that community tourism development is very suitable for the locality. The Commune People’s Committee has focused on building and developing the Homestay eco-tourism area in Long Thang village associated with the 7-storey waterfall complex and the Sang Vi forest complex.

The number of visitors to the 7-storey waterfall and the Ancient Thai Village in 2023 is more than 5,000 visitors. Currently, in the commune there are 6 households operating Homestay in Long Thang village, of which 3 households are supported 100 million VND/household according to Resolution 07 of the People’s Council of Nghe An province.

PV: What are the difficulties that the commune is facing in poverty reduction work, sir?

Grandfather Lo Van Viet: Because Hanh Dich commune is a border mountainous commune, remote area, mountainous terrain, often affected by natural disasters such as landslides and flash floods. Low educational levels affect the level of access to party and state policies and the application of scientific and technological advances is still limited. The rate of poor households is high compared to the general level of the entire district; People lack capital and land for production.
