Young officials with professional qualifications suitable to the needs of the labor market can find new jobs, while elderly officials can accept a little difficulty and disadvantage to retire early. But for many middle-aged people like her who have paid social insurance for more than a decade, if they continue to work, the Party Committee and local authorities will have difficulty considering, selecting, and arranging staff. , but starting a new job is not simple.

According to statistics from the Department of Home Affairs, it is expected that the whole province will have about 400 redundant officials, civil servants, and public employees due to the arrangement of administrative units. To ensure the legitimate rights of redundant staff, on June 3, 2023, the Government issued Decree No. 29/2023/ND-CP regulating staff streamlining. Accordingly, people who retire before age will not have their pension rate deducted; receive a subsidy of 3 months’ average salary for each year of retirement before the prescribed age; receive a subsidy of 5 months’ average salary for the first twenty years of work, with full payment of mandatory social insurance. From the 21st year onwards, for every year of work with compulsory social insurance payment, 1/2 month’s salary is subsidized. For those who quit their job immediately, they will receive an allowance of 3 months of their current salary to find a job; receive a subsidy of 1.5 months’ average salary for each year of work with compulsory social insurance payment. Persons who are redundant due to the arrangement of commune-level administrative officers have a maximum age of 10 years lower and a minimum of 5 years lower than the prescribed retirement age and have 20 years of compulsory social insurance payment. and above, in addition to enjoying the prescribed retirement benefits, there will be no deduction of the pension rate due to premature retirement; receive a subsidy of 1.5 months of average salary for each year of retirement before retirement age; receive a subsidy of 5 months’ average salary for the first 20 years of work, with full payment of mandatory social insurance. From the 21st year onwards, for each year of work with compulsory social insurance payment, you will receive a subsidy of 1/2 month’s salary. For redundant female commune-level officials and civil servants who retire from work, the maximum age is 10 years lower and at least 5 years lower than the retirement age and has 15 to less than 20 years of compulsory social insurance payment. Required, in addition to enjoying the prescribed retirement benefits, the pension rate will not be deducted due to premature retirement; receive a subsidy of 5 months of average salary, receive a subsidy of 1.5 months of average salary for each year of retirement before the prescribed retirement age… The Decree also clearly stipulates regimes and policies. For district and commune-level officials, civil servants, and VCs who are redundant due to the arrangement of administrative staff on leave from the date of the arrangement decision from the competent authority until the end of the arrangement schedule; Regimes and policies for redundant banks due to the arrangement of administrative units. In addition, the province’s support level for redundant banks is regulated in Resolution No. 439/2023/NQ-HDND dated December 7, 2023 of the Provincial People’s Council stipulating the titles, quantity and a number of regimes and policies. policies for commune, village and residential group level (T,TDP); level of operating costs of socio-political organizations at commune, T, and TDP levels. To ensure balance and compliance with regimes and policies for subjects implementing the plan to arrange administrative units, the Department of Home Affairs is advising the Provincial People’s Committee to develop a draft resolution stipulating a number of support policies. For commune-level civil servants, civil servants, and public employees at the commune level who are redundant or leave work due to the arrangement of commune-level administrative units; NHĐKCT in T,TDP and people directly participating in activities in T,TDP, redundant city security forces, leaving work due to the merger of T,TDP in Hung Yen province to present to the Provincial People’s Council in the near future .
