Therefore, Road Management Office III.3 coordinated with relevant units to inspect the construction site and requested the Ho Chi Minh Road Project Management Board to complete the application for construction permit.

Arbitrarily dismantling guardrails on highways

The Nha Trang – Cam Lam expressway section is being put into operation and exploitation by the project enterprise. However, the rest stop category has not been invested in and built synchronously, affecting the rest needs of passengers and vehicles participating in traffic. On April 15, the Ministry of Transport (MOT) issued an official dispatch implementing the Prime Minister’s Official Dispatch dated April 11 on ensuring traffic order and safety, facilitating people’s travel during the holiday. holidays April 30, May 1 and peak summer tourism in 2024. Accordingly, the Ministry of Transport has directed the construction of temporary rest stops on expressway routes. Therefore, the Ho Chi Minh Road Project Management Board has reviewed to determine the location of the temporary rest stop for the Nha Trang – Cam Lam expressway section at Km33+930 of commune Cam Hiep Nam, Cam Lam district (location approved by the Ministry of Transport as a rest stop).

According to the design documents of the Construction Architectural Design Consulting Company – TEDI (approved by the Ho Chi Minh Road Project Management Board), the temporary rest stop is located on the left and right sides at Km33+930. The temporary rest stop has a total area of ​​about 12,201 square meters2of which the left-of-way station has an area of ​​4,820 square meters2the right-of-way station has an area of ​​7,381 square meters2; Each side has a parking lot, temporary rest house, restroom, highway connection road, return road and air space. Roads to and from the temporary rest stop and parking lot will be leveled, the natural soil will be compacted, then a 30cm thick gravel foundation layer will be constructed. Each side built a temporary motel with a steel frame and corrugated iron roof…

However, at the inspection on the afternoon of April 22, the inspection team noted that the construction unit of the temporary rest stop, Long Ha Thanh Joint Stock Company, arbitrarily dismantled the protective railing system consisting of 4 protective wave panels. soft railings (4m type) and 3 round guardrail posts at Km32+800 as access roads for construction without a construction permit from the competent authority. Acts that make vehicles unsafe when traveling through this area. The inspection team requested the Ho Chi Minh Road Project Management Board to urgently reinstall the dismantled soft guardrail panels; At the same time, instruct the construction unit to complete the application for a permit to construct the rest stop intersection at Km33+930. Construction units are only allowed to construct when they are licensed by the competent road management agency and fully implement plans to ensure traffic safety.

Close the connection point, wait for the documents to be completed

On April 22, Road Management Area III issued a document requesting the Ho Chi Minh Road Project Management Board to prepare a temporary connection file to the Nha Trang – Cam Lam highway section. According to the document, the temporary connection must be approved by the competent authority and licensed for construction according to regulations. In a document dated April 15, the Ministry of Transport requested the Vietnam Road Administration to guide project management boards on procedures to connect temporary rest stops with expressways and supplement traffic safety systems to ensure safety. Ensure safety for vehicles entering and exiting temporary stopping locations. At the same time, there are solutions to propagate and guide vehicles to know about the locations of temporary rest stops and gas stations on routes connecting to expressways for use in the immediate future.

Therefore, Road Management Area III requested the Ho Chi Minh Road Project Management Board to direct the construction unit to close the temporary connection point, return the guardrail wall system and protective fence of the road to ensure safety. all traffic. If traffic insecurity occurs on the route due to temporary connection construction, the Ho Chi Minh Road Project Management Board and the construction unit must be responsible according to the law. In urgent cases where construction is required to meet progress, while waiting for connection procedures and construction permits to be carried out, it is recommended to study the construction of public service roads to serve the construction of temporary rest stations outside the road surface. Vehicles run on the route so as not to affect traffic safety. The Ho Chi Minh Road Project Management Board urgently sends documents to the Vietnam Road Administration for consideration and approval of the design and plan for organizing the construction of temporary intersections according to regulations. Once approved, the Management Board prepares a dossier and sends it to Road Management Area III to receive a construction permit.
