Khe Lai – Vuc Mau irrigation works system was approved by the Ministry of Agriculture and Rural Development on June 11, 2009, phase 1 with a total investment of nearly 228 billion VND. Nghe An Department of Agriculture and Rural Development is the investor.

The focal cluster was built in Tan Thang commune, Quynh Luu district with a 318m long main dam blocking the flow through Khe Lai. The dam has a height of 21.5m, the reservoir capacity reaches 19 million m3, in addition there are two auxiliary dams and an electric flood spillway.

Construction started in 2010 and is scheduled to be completed by 2014. However, the limited budget allocation has greatly affected the site clearance process as well as the overall progress, especially the main dam with its huge volume.

On October 19, 2021, the Prime Minister issued a document approving the extension of capital allocation time for projects under construction, transitioning from the 2016 – 2020 period to the 2021 – 2025 period.

Next, on October 29, 2021, the Ministry of Agriculture and Rural Development signed the Decision “Approving the adjustment of Project Phase 1 Khe Lai – Vuc Mau Irrigation System, Quynh Luu District, Nghe An”, adding an additional 400 billion VND compared to the original, equivalent to nearly 628 billion VND. Project implementation time is until December 30, 2024.

Thanks to timely funding, in 2023 the site clearance compensation work will basically be completed, this is a stepping stone for all parties to focus on speeding up progress.

Engineer Nguyen Hong Son, supervisory officer of the Construction Investment Management Board of Nghe An Agriculture and Rural Development projects shared: “With the spirit of overcoming sun and rain, the investor is always present promptly to urge and instruct The contractor’s leadership is highly focused, focusing all efforts on dredging and waterproofing treatment in the slot bed, and at the same time proactively gathering material yards to use soil to build the dam. Currently, the main dam has been constructed up to elevation 45, still 4.5 meters short of the design elevation of the dam crest. Wherever the dam’s land is, the upper and lower roofs will be paved with stones and planted with grass.”

As for the representative of the main Khe Lai dam construction contractor, Mr. Nguyen Van Luc, Director of Luc Nguyen Khang Company, said: “The project stalled for a while mainly due to site clearance work, now with the drastic intervention. of the departments and branches at the provincial and district levels, we also tried our best, mobilized all human and material resources, took advantage of favorable times to carry out construction day and night. At this time, on the construction site there are 4 sheep’s foot rollers (compaction machines), 5 excavators, 3 bulldozers, and 6 soil transport trucks operating at full capacity (3 shifts/day).

Currently, the construction unit has completed the treatment of the creek bed, and the project of cofferdams to block the flow has also been completed. Relevant parties are trying to speed up the progress, striving to overcome the floods and officially integrate the dam, and by the end of 2024, the construction system will be put into operation and use, thereby ensuring water sources for irrigation. for 1,524 hectares of arable land, creating a source of water for 11,700 households, adding 13.4 million m3 of water/year to Vuc Mau Lake, and participating in reducing floods for Hoang Mai River.
