The accident once again raised issues as well as lessons in ensuring occupational safety and health (OSH) in factories, workshops, construction works… Currently, the system The system of legal documents on OSH has been basically fully and synchronously promulgated by the State, reflected in the Law on OSH, decrees, circulars, Vietnamese regulations, and Vietnamese standards.

According to the assessment of the Ministry of Labor, Invalids and Social Affairs, although the work of OSH has made many efforts and achieved some results, there are still some shortcomings. The number of occupational accidents, the number of people suffering from occupational diseases, and the number of serious incidents are still high and worrying. In 2023, there will be 7,394 occupational accidents nationwide, killing 7,553 people, including 1,720 seriously injured; 662 fatal accidents, killing 699 people.

The cause of the above situation is that many employers do not pay attention to implementing legal regulations on management and control of hazards and risks. Many workers have not received OSH training, lack knowledge and skills to work safely and adequately, and their industrial behavior is still very limited and subjective. Meanwhile, OSH information and propaganda work for areas without labor relations is limited in resources. Grassroots authorities in some places do not really pay attention and devote resources to OSH work.

To have an OSH working environment, three entities, the Government, employers and employees, must join hands to build it. Among them, the awareness of compliance and voluntary implementation of legal regulations on OSH of employers and employees is the most important. To prevent occupational accidents and ensure OSH, employers must first have the mindset of creating a working environment without unsafe risks. The employer is responsible if workplace insecurity or occupational accidents occur; Only then can the problem of labor safety be resolved.

But the most important thing is that we must create a culture of labor safety and always think about eliminating unsafe risks. Accordingly, when businesses want to carry out a program, activity, or job, they must assess the risks that may be unsafe for workers. Risk assessment, identification and handling before operation must become the culture of the employer. Workers must have a better understanding of their role in eliminating unsafe risks. And when discovering an unsafe risk, you must immediately report it to the employer for timely handling.

Tomorrow (April 26), the Central Steering Committee of the Action Month on OSH in coordination with the Vietnam General Confederation of Labor will hold the Launching Ceremony of the Action Month on OSH and Worker Month 2024. The theme of the OSH Action Month 2024 is “Strengthening OSH assurance in the workplace and in the supply chain”. During the month of action (May 1 – May 31), many activities will take place at the center and localities such as implementing Directive 31-CT/TW of the Secretariat on continuing to strengthen the Party’s leadership. for OSH work; dialogue of the national provincial council on OSH; Organize inspection and self-inspection activities at enterprises, employers, etc. Programs and activities to strengthen control of labor accidents and occupational diseases, promote safe production , contributing to the strategy of sustainable socio-economic development.
