In 2012, the People’s Committee of Thua Thien Hue province started construction on the Phong Dien – Dien Loc Industrial Park route. The project is invested by the Traffic Construction Investment Project Management Board of Thua Thien Hue province, the construction unit is a joint venture of Railway Construction Corporation Joint Stock Company – Thanh Dat Joint Stock Company, with a total investment more than 671 billion VND. The project’s goal is to improve the infrastructure of the Tam Giang – Cau Hai lagoon area, proactively prevent natural disasters, and develop socio-economic development.

According to the design, this CHCN route has a total length of more than 16.2km, the first point intersects with National Highway 1A through Phong Dien town and the last point reaches the beach of Dien Loc commune, Phong Dien district. In addition to road construction, the project has additional bridge construction items (including residential bridges and railway overpasses) and intersections. Although the road’s implementation time is 3 years, now in its 12th year, the project is still in disarray.

According to the Thua Thien Hue Transport Construction Investment Project Management Board, the reason the project is behind schedule and has lasted for more than 10 years is because the project was previously allocated capital from the Route Construction Program. Central CHCN road.

However, after the Government issued a resolution to tighten public investment, this project was placed on hold. Thua Thien Hue province has balanced and arranged other capital sources, but with a small scale to construct some immediate items to serve the travel needs of people, it was not possible to reach the destination on time as planned. initially set level.

After more than 10 years of implementation, with many fluctuations in prices, in January 2024, at the 15th thematic meeting, the People’s Council of Thua Thien Hue province, term VIII, resolved to adjust the total investment capital and supplement more than 100 billion VND, bringing the total investment in this project to more than 777 billion VND. After being arranged to increase capital and actively carry out relocation and site clearance work, the Phong Dien – Dien Loc Industrial Highway project is currently in the sprint construction phase.

According to the representative of Thanh Dat Joint Stock Company (construction unit), the unit is currently focusing on building the road leading to the railway overpass located at the beginning of the line, in Phong Dien town. Construction on this item will resume in May 2022, after many years of interruption. The project still has about 3.5km left. After covering the ground, the unit will have plastic mats, pour concrete, and build on a rolling basis.

According to Mr. Nguyen Van Cuong, Deputy Director of the Traffic Construction Investment Project Management Board of Thua Thien Hue province, the adjustment to increase capital for the project is to serve resettlement of people, add trees, and open Uniform road surface width of 15m across the entire route according to new unit prices for construction materials and labor compared to more than 10 years ago. Currently, 4 construction phases are being implemented simultaneously on the route. It is expected that the entire runway project will be completed, open, and put into use by the end of this year.

Recently, checking the construction progress at the Phong Dien – Dien Loc Industrial Park route, Secretary of Thua Thien Hue Provincial Party Committee Le Truong Luu requested the Party Committee and local authorities to coordinate with the investor to focus on dismantling the construction. remove remaining problems.
