Doctors and security guards conspired and forged thousands of health certificates

On April 24, after a period of deliberation, the People’s Court of Kien Giang province sentenced 4 defendants, who are doctors and guards of Go Quao District Medical Center (TTYTGQ), and 4 other defendants to a total of 68 years in prison for the crime. “Fake at work”.

According to the indictment, from 2019 to 2021, Tran Thanh Phong (43 years old), Huynh Long (45 years old), Lam Thi Minh Phung (53 years old) and Danh Chanh Tuy (56 years old) took advantage of their assigned tasks to personal gain purposes.

Tran Thanh Phong (then a security guard at the World Health Organization) discussed and agreed with the defendants Long, Phung, Tuy (all doctors at the World Health Organization) to accept a fake health certificate without anyone coming to examine him in person. Next, supplement the A1 driving test file. These “false” health certificates were “ordered” by four other defendants.

The 4 defendants are: Nguyen Thi Huyen Nga, Le Hoang Xuan – both collaborators of Kien Giang Youth Vocational Training Center; Nguyen Chi Loi and Le Thi Hong Gam – are collaborators at Kien Giang Ethnic Boarding Vocational School. Kien Giang Youth Vocational Training Center and Kien Giang Vocational Boarding School for Ethnic Minorities are places that provide driver training.

Even though they knew they were not assigned tasks, defendants Long, Phung and Tuy signed and confirmed false conclusions on nearly 1,700 health examination papers for the four defendants mentioned above, earning illegal profits of more than 48 million VND.

As for Phong, taking advantage of being assigned to hold the key to the World Health Organization’s seal cabinet, he used the seal and affixed it to fake health examination papers, making an illegal profit of nearly 23 million VND.

Knowing that not directly going for a health check-up is against regulations, Nga, Loi, Gam, and Xuan still do it because they want to attract students to learn how to drive, to benefit from the teaching process.

Besides “ordering” the group Phong, Long, Phung and Tuy as mentioned above, the group Nga, Loi, Gam and Xuan also separately colluded with Phong and Phung to falsify nearly 750 other health examination certificates for students. Take the class A1 driving license exam. This illegally earned nearly 17 million VND.

The jury sentenced defendant Phong to 13 years in prison; 3 were sentenced to 12 years in prison each by Phung, Long, and Nga; Although 8 years in prison, Loi 7 years in prison, Gam 3 years in prison and Xuan 1 year in prison for “Forgery at work”.

At the same time, the jury forced the defendants to return the illegal profits to the state public treasury.
