Not only that, for communes, wards and towns to effectively implement the criteria according to Decision 25/2021/QD-TTg dated July 22, 2021 of the Prime Minister and Circular No. 09/2021/TT- BTP dated November 15, 2021 of the Minister of Justice on evaluating and recognizing communes, wards and towns that meet access to law standards, the District Level Access to Law Standards Evaluation Council has assigned tasks to the members to monitor, review and evaluate indicators and criteria according to regulations. At the same time, inspection, survey, and removal of difficulties and obstacles for communes, wards, and towns have also been enhanced.

Inspection work is carried out annually, integrated into the inspection work of the Provincial Legal Education and Training Coordination Council and the district-level Legal Education and Education Coordination Council. Through inspections, the province evaluates the process of recognizing communes, wards and towns as meeting legal access standards; Models, solutions and initiatives are applied to improve the effectiveness of indicators and criteria for accessing the law in general and typical models of legal advocacy and mediation at the local grassroots level.

During the implementation process, a number of units have had models, solutions and initiatives to improve the effectiveness of indicators and criteria for accessing the law in general and typical models of dissemination and education. law and effective grassroots mediation in particular. Every year, all 177 communes, wards and towns in the province conduct self-assessment and benchmark access to the law in accordance with procedures and regulations. The district-level Law Access Standards Evaluation Council verifies and evaluates the self-scoring results of communes, wards and towns, reviews, adjusts, collects opinions and completes the evaluation and scoring. Communes, wards and towns meet legal access standards. On that basis, we request the Chairman of the District People’s Committee to decide on recognition.

In 2023, out of a total of 177 communes, wards and towns in the area, there will be 175 communes, wards and towns that meet the standards of access to the law, of which 6 communes meet the criteria of advanced access to the law; There are only 2 wards and towns that do not meet legal access standards; No communes, wards or towns had their decisions on recognition of legal access standards revoked or canceled.

Through monitoring, inspection, and evaluation by all levels and branches, two wards and towns did not meet legal access standards, mainly due to the reason that in the year of evaluation, officials and civil servants were in charge. Heads of Party Committees and authorities of communes, wards and towns have been administratively disciplined for violating the law in the performance of public duties. In some communes, wards and towns, although they meet the criteria, the scores of many criteria and targets are not high; Developing solutions to improve quality and improve scores is not clear.

Therefore, in the coming time, the province and localities will continue to direct the effective implementation of Decision No. 25/2021/QD-TTg dated July 22, 2021 of the Prime Minister regulating communes and wards. , the town meets legal access standards; Strengthen the leadership of party committees, local authorities, grassroots, and the involvement of the political system at the grassroots; Pay attention to allocating resources, funding and organizing implementation. Quang Ninh strives to ensure that 100% of communes, wards and towns in the area meet legal access standards, closely linked with the task of building advanced rural areas, model rural areas and civilized urban areas.
