In 2023, immediately after the results of the 2022 provincial administrative reform index were released, the People’s Committee of Hai Duong province organized a review and assessment of the responsibilities of the heads, collectives and individuals involved. The Provincial People’s Committee issued many guiding documents on continuing to promote administrative reform and the provincial state administrative reform plan for 2023.

The province established 2 administrative reform inspection teams at 8 departments, branches and 6 districts and cities. At the same time, 51 tasks associated with 82 activities were identified to promote administrative reform. The Provincial People’s Committee regularly reviews and evaluates the work of each department, branch and locality, and promptly rectifies and reviews units and localities that are behind schedule.

One of the “keys” to success in the province’s administrative reform is that departments, branches and localities constantly improve the quality of administrative reform. Many departments, branches and localities have actively implemented experiential initiatives, helping to reduce procedures and settlement time for people and businesses. Some localities organize contests to learn about administrative reform, strictly implementing the change of working positions for officials and civil servants in charge of handling administrative procedures. The approach of the Department of Transport – the unit that has led the department and industry level in terms of administrative reform index for many years in a row – is an example.

In 2023, the Department of Transport will upgrade and standardize the department’s electronic information portal and build a “digital transformation” section to better serve administration and direction. The unit invests funds to upgrade transmission lines and machinery systems to serve connection and handling of work and administrative procedures of units, organizations and individuals. Thereby, the department’s rate of administrative procedure files resolved online reached over 90%, of which the rate of files received and processed in the entire process reached nearly 30% (the highest in the province).

In this way, each officer, civil servant, and worker will be proactive in their professional work and carry out administrative reform tasks.

In 2023, with 87.84 points, an increase of 4.32 points compared to 2022, Hai Duong province has risen to 22nd among 63 provinces and cities nationwide in terms of administrative reform index, up 25 places compared to 2023. 2022. These are also the five provinces with the highest rankings in the past 6 years (in 2018 ranked 58th, in 2019 ranked 52nd, in 2020 ranked 26th, in 2021 ranked 60th, in 2022 ranked 47th).

Hai Duong is also considered one of the provinces with outstanding progress in administrative reform. The province has had a strong breakthrough in implementing the construction and development of e-government and digital government. If in 2022, the province ranked 55th in the country in this field, then in 2023 it will rise to 22nd, an increase of 33 places.

The component index of the impact of administrative reform on people, organizations and local socio-economic development of Hai Duong also made outstanding progress, from the last position in the country (ranked 63 in 2022) has accelerated spectacularly to rank 12th. Among the 8 component indexes, most indexes have increased, some indexes have decreased but are still at a high average level.

In 2023, the province has completed all tasks and contents in the administrative reform plan, completing 100% of the administrative reform tasks assigned by the Government. The province has reviewed and simplified 157 administrative procedures; amend and supplement 544 procedures; abolished 59 procedures.

Hai Duong’s 2023 administrative reform index ranking is a very positive result, showing the province’s efforts and determination in improving the effectiveness of administrative reform to serve people and businesses.

In the first quarter of 2024, the whole province received and processed nearly 183,000 administrative procedure documents, the rate of documents resolved correctly and before the deadline was about 98%. Of which, the rate of digitizing records at departments and branches reached 99.7%, and at district level reached 99.3%. Currently, all leaders of departments, branches, and branches at the provincial, district and commune levels have been issued digital certificates and use digital signatures.
