Nearly 2 years after the Provincial People’s Council approved the resolution on adjusting investment policies, the Nhon Trach District Inter-Port Road Project Phase 1 has still not been able to approve the investment project.

Continuously encountering problems with planning

According to planning, the inter-port road in Nhon Trach district has a length of more than 15km, the starting point connects to the boundary line of Ong Keo Industrial Park and the ending point connects to the road to Viet Thuan Thanh port.

Nhon Trach district inter-port road will take on the role of connecting the port system in Nhon Trach district. From there, increasing the capacity of ports, stimulating local development, connecting regional roads to create infrastructure perfection in Nhon Trach district. In particular, investing in the construction of an inter-port road will also attract investors to industrial parks in Nhon Trach district, quickly and sustainably changing the local economic structure in general. particular and the province in general.

In addition to its role in promoting effective exploitation of the port system, the inter-port road project, when completed, will open up the potential for riverside urban development. From there, combine with the port system and port services to move towards a port urban model.

According to Resolution No. 26/NQ-HDND on adjusting the investment policy of Nhon Trach District Interport Road Project phase 1, the project is divided into 2 sections including: section 1 is longer than 6.9km from the starting point of the route to the intersection. with Ly Thai To street, Phu Huu commune, with a cross-section of 61m wide, 8 motor vehicle lanes; Section 2 is more than 1.9km long from the beginning point of intersection with Ly Thai To street to the end point of the route with a cross-section of 45m with 2 motor vehicle lanes and 2 mixed vehicle lanes. The project also invests in items such as drainage systems, lighting, trees, traffic safety, intersections and bridges on the route.

However, in the process of implementing project investment procedures, more than 6km of the first section of the route is not consistent with the decision to approve the adjustment of the general planning of Nhon Trach new urban area, Dong Nai province until 2035 and the vision to 2050 of the Prime Minister (Decision No. 455/QD-TTg). Therefore, the province has a policy of phasing the project for implementation. Accordingly, phase 1 of the last section of the route in accordance with Decision No. 455 will be deployed for construction investment first.

In September 2022, the Provincial People’s Council passed Resolution No. 26/NQ-HDND on adjusting the investment policy of the Nhon Trach District Interport Road Project phase 1. Accordingly, the Nhon Trach District Interport Road Project phase 1 1 will have a length of nearly 9km with the starting point at Ong Mai canal, Phu Dong commune and the ending point at the location matching Viet Thuan Thanh port, Phu Huu commune.

However, nearly 2 years after the Provincial People’s Council approved the resolution on investment policy, Nhon Trach district inter-port road phase 1 has not yet had an investment project approved.

Vice Chairman of Nhon Trach District People’s Committee Nguyen The Phong said that the process of preparing project documents has created an area of ​​about 600 square meters.2 at the intersection with Cat Lai bridge, there is inconsistency between land use planning and construction planning.

Director of the Department of Planning and Investment Nguyen Huu Nguyen said that because the intersection location is not suitable between plans, departments and branches have the opinion to wait to locally adjust the general plan. Therefore, up to now the investment project has not been approved.

Risk of not promptly disbursing capital

According to the resolution on adjusting the investment policy of the Nhon Trach District Inter-Port Road Project, phase 1, the project has a total investment of more than 4.1 trillion VND.

A section of the route is expected to be invested on the inter-port road of Nhon Trach district.

The Nhon Trach district inter-port road project phase 1 was previously proposed by the province and the Central Government agreed to include it in the list of inter-regional projects. Therefore, in the total investment of the project, there is 2 trillion VND of capital supported by the Central Government, arranged for the period from 2021-2025. However, up to now the amount of capital allocated and disbursed is still very low.

Mr. Nguyen Huu Nguyen said that currently, the Nhon Trach district inter-port road project phase 1 has only disbursed nearly 20 billion VND for investment preparation work. With the remaining capital of more than 1.9 trillion VND, the deadline for capital arrangement and disbursement is only until the end of 2025.

“The difficulty is that the investment project has not been approved yet, so capital cannot be allocated for the project” – Mr. Nguyen said.

Currently, the dossier for local adjustment of the general planning of Nhon Trach new urban area has been submitted to the Ministry of Construction for appraisal.

According to Mr. Nguyen Huu Nguyen, if the progress of local adjustment of the general planning is completed in the second quarter of 2024 and Nhon Trach district commits to the site clearance progress, Dong Nai will complete the disbursement of 2 trillion VND capital. until the end of 2025.

At the Conference on handover of key works and projects in the province in April 2024, Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Hong Linh also requested the authorities to quickly accelerate the Interconnecting Road Project.
