The anti-landslide embankment project combined with creating a land fund on the north bank of Tra Khuc river, section passing Tinh Long commune, Tinh Khe commune, Quang Ngai city has a total investment of 180 billion VND from the province’s land use fee revenue and excess sources. In 2024, the project is planned to have a capital of 132 billion VND from land use fees. According to the investor, it is currently impossible to pay for the completed volume, solving funding difficulties for contractors to speed up construction progress. To date, 6.89/7.92 hectares have been handed over to contractors, reaching 80.71% of the total area of ​​the embankment project.

Sharing with reporters, Mr. Ngo Van Dung – Director of the Management Board said that according to the land use rights auction plan, by June the work of land recovery and land allocation must be completed to carry out the work. Auction.

However, currently the province does not have a source of revenue to enter the capital plan, therefore there is no source of capital to disburse for the project’s construction and site clearance work; At the same time, the project’s site clearance work encountered many difficulties due to problems related to determining the specific land price to calculate compensation (Quang Ngai City People’s Committee has not issued a specific land price for the project), leading to The level of project implementation is not guaranteed according to the proposed plan.

Faced with this situation, the investor has asked the Provincial People’s Committee to consider allowing adjustment of the time to complete the entire project and hand over the clean land fund to organize an auction to collect land use fees until 2025.

Similarly, the investment project to build anti-landslide embankments combined with creating a land fund on the North bank of Tra Khuc River, the section through Tinh An commune and Tinh Long commune, Quang Ngai city, also encountered many difficulties. The project has a total investment of 230 billion VND from the province’s land use fee revenue and sources exceeding the provincial budget revenue in 2021 and 2022, also owned by the Provincial Transport Construction Investment Project Management Board. invest. In 2024, the project is planned to have a capital of 165 billion VND from land use fees. To date, 95% of the site has been handed over to construction contractors. Faced with this situation, the investor also requested the Provincial People’s Committee to allow adjustment of the time to complete the entire project, hand over the clean land fund to organize an auction to collect land use fees until 2025.

Key projects have no construction workers

Although it is a key project of Quang Ngai province, over the past month, the Dung Quat-Sa Huynh coastal road project has been without construction manpower. Many project construction equipment stopped working, materials were scattered, many sections of the route had no construction manpower, and people even used the land to dry rice.

This project has a total investment of 1,200 billion VND, 800 billion VND central budget, 400 billion VND provincial budget, passing through Tu Nghia, Mo Duc districts and Quang Ngai city with a route length of more than 13km. This is a multi-purpose project that, when completed and put into operation, will effectively serve the socio-economic development of localities in the project area, especially the development of tourism, urban areas, and connectivity. trade.

The sooner a project is completed and put into operation, the more effective it will be. However, with the current lack of construction manpower, there is a risk that the project will be behind schedule.
