Improve the quality of verification of reports and draft resolutions

Verifying the contents before submitting them to the meeting will contribute to improving the quality and efficiency of promulgating resolutions of the Provincial People’s Council. Recently, the committees of the People’s Council of Thai Nguyen province have proactively coordinated with relevant agencies to innovate and improve the quality of verification of reports and draft resolutions before each meeting of the Provincial People’s Council.

The 18th session (thematic session) of the Provincial People’s Council, term XIV, term 2021-2026, will take place on April 26; gave opinions and approved 13 submissions and draft resolutions. To ensure the constitutionality, legality, feasibility and quality of resolutions, the Provincial People’s Council committees have proactively collected information, conducted field surveys and worked with agencies and units authorized by the People’s Committee. The province assigned the task of developing a draft resolution before conducting verification.

The Economic and Budget Committee of the Provincial People’s Council was assigned to examine 9 submissions and draft resolutions. With the motto of accompanying early and remotely with the advisory agency to present the contents at the meeting, in early April 2024, the survey team was led by comrade Le Van Tam, Head of the Economic and Budget Committee. surveyed in 5 localities (Vo Nhai, Dong Hy, Phu Luong, Dai Tu and Thai Nguyen City) on the following contents: Deciding on capital allocation time for projects using local budget capital; extending the implementation and disbursement time of the 2023 public investment plan.

In localities, the delegation directly surveyed a number of works and projects; listen to district-level People’s Committee leaders report on implementation progress, settlement volume, settlement as well as causes of difficulties, problems and necessity of each project.

After surveying localities, at the Economic and Budget Committee’s verification conference before the session, the Committee requested the functional branches to continue explaining and clarifying many issues that delegates were still concerned about. Specifically, regarding the time to allocate capital for projects using local budget capital, the Board requested the Provincial People’s Committee to direct the review of outstanding capital construction debt for 24 projects submitted to decide the time of allocation. Capital allocation is managed by district and commune levels. At the same time, it is recommended to direct the inspection and examination of projects whose capital allocation time has been decided but implementation is slow. Resolutely not allocate capital for projects that have exceeded the time decided by the Provincial People’s Council on capital allocation time.

Content of investment policy The road project connecting the Link Road, connecting the provinces of Thai Nguyen – Bac Giang – Vinh Phuc to Tan Phu Industrial Cluster, needs to be evaluated for conformity with provincial planning and use planning. district level land; It is recommended to adjust the implementation time to be equivalent to the arrangement time for group B projects (no more than 4 years), to ensure flexibility in managing capital sources and project implementation progress.

Accordingly, from April 8 to 10, the Board surveyed and worked at a number of localities, agencies and units on this topic.

At the Conference to verify the reports and draft resolutions of the Legal Department, delegates basically agreed with the content, and at the same time requested relevant departments, branches and localities to discuss and clarify some additional issues. Contents such as: Reviewing, adjusting and supplementing local plans to ensure compliance and consistency with the overall plan for arranging commune-level administrative units according to the regulations of the National Standing Committee meetings and resolutions of the Government; clarify the results of evaluating general planning criteria and urban planning for 4 towns (Giang Tien, Du, Trai Cau, Cho Chu) expected to be formed after arrangement…

In 2023 alone, the Provincial People’s Council committees have coordinated with the Provincial People’s Committee and relevant agencies to verify 123 reports, proposals and 105 draft resolutions presented at the Provincial People’s Council meetings. During the period between two meetings, the People’s Council Committees researched and examined to advise the Standing Committee of the Provincial People’s Council to consider and decide on 28 arising contents to ensure compliance with the law.

According to the assessment of the Standing Committee of the Provincial People’s Council, the inspection reports of the committees are elaborately prepared, of high quality, and highly critical with specific suggestions and recommendations, raising key issues for delegates to consider. The Provincial People’s Council has more information during the process of discussion, consideration and adoption of resolutions. Innovating and improving the quality of verification work of the Provincial People’s Council committees has made an important contribution to improving the quality of People’s Council operations in general and the quality of People’s Council meetings in particular.
