Hung Yen has 10 district-level administrative units (Hung Yen city, My Hao town and 8 districts: Van Lam, Van Giang, Yen My, Khoai Chau, Tien Lu, Phu Cu, Kim Dong and An Thi); 161 commune-level administrative units (14 wards, 8 towns and 139 communes).
According to the plan, in the period 2023-2025, Hung Yen will not have a district-level administrative unit under arrangement; 35 commune-level units are subject to arrangement and there are 10 commune-level units subject to mandatory arrangement but due to specific factors, arrangement is not carried out.
Therefore, the number of commune-level administrative units in Hung Yen implementing the arrangement is 25 and there will be 20 new commune-level units formed after the arrangement (reduced by 22 units due to the arrangement).

Currently, the province has 12 district-level administrative units (2 cities Hai Duong and Chi Linh; Kinh Mon town; 9 districts including Binh Giang, Cam Giang, Thanh Ha, Kim Thanh, Ninh Giang, Thanh Mien, Tu Ky , Nam Sach and Gia Loc). Hai Duong has 235 commune-level administrative units including 47 wards, 10 towns and 178 communes.
It is expected that Hai Duong does not have district-level administrative units subject to arrangement but has 38 commune-level administrative units subject to arrangement (5 wards and 33 communes); There are 23 commune-level administrative units that are encouraged to be reorganized; 5 commune-level administrative units are subject to mandatory arrangement but due to specific factors do not carry out the arrangement; A commune belongs to an adjacent administrative unit whose administrative boundaries are adjusted when implementing the arrangement.
After commune level arrangement, Hai Duong province will reduce 28 administrative units (including 1 ward and 27 communes).

Currently, the province has 6 district-level administrative units (Phu Ly city, Duy Tien town and 4 districts: Kim Bang, Thanh Liem, Ly Nhan, Binh Luc); 109 commune-level administrative units (including 20 wards, 6 towns and 83 communes).
There are no district-level administrative units under arrangement, but Ha Nam province plans to have 13 communes under arrangement; 2 commune-level administrative units are subject to mandatory arrangement but due to specific factors do not carry out the arrangement and 8 commune-level administrative units are considered adjacent administrative units that are involved in the arrangement.
The representative of Ha Nam province said that the number of commune-level administrative units after arrangement will be reduced to 11 administrative units (including 1 ward and 10 communes).

At the meeting, representatives of the People’s Committees of Hai Duong, Hung Yen and Ha Nam provinces all affirmed that they are focusing on building and approving a master plan for arranging district and commune-level administrative units for the period 2023-2025 in the locality first. June, complete documents to submit to the Central Government in next August.
These 3 provinces will also organize to collect people’s opinions on the project to submit to the Commune and District People’s Councils to approve the Resolution on arranging commune-level administrative units for the period 2023-2025. On that basis, the provinces will complete the dossier and submit it to the Ministry of Home Affairs for consideration and submission to the competent authority for decision.
Leaders of the three provinces all reflected difficulties in arranging redundant commune-level officials and civil servants after the arrangement and merger. While part-time workers at the commune level are currently waiting for the Government’s salary reform policy.
The arrangement of the new administrative unit’s headquarters is also facing many limitations in terms of infrastructure capabilities, not enough to meet the needs of officials and civil servants and inconvenient for people to come and solve problems. administrative procedures.
