According to the Minister of Transport, currently the number of motorbike drivers violating traffic safety is quite large, so it is necessary to strengthen control and impose cold penalties on these vehicle owners.

The Minister said that in foreign countries, when the light is green, cars can speed up, but in our country it is different. “Car drivers still have to look to see if there is a motorbike in the other direction running the red light or not? It is not difficult to see motorbikes and electric bicycles ready to cut in. This is one of the causes of traffic accidents.

Currently, motorbikes are still the main mode of transportation for people, accounting for 80-90% of traffic. Improving the behavior of motorcyclists will certainly help reduce traffic accidents further in the future,” Minister Nguyen Van Thang emphasized.

According to statistics from the Vietnam Association of Motorcycle Manufacturers (VAMM), by the end of 2023, the total number of motorbikes in Vietnam will reach more than 73 million units. Particularly in Hanoi, statistics from the Department of Transport show that by November 2023, the Capital will have more than 8 million vehicles participating in traffic, of which mainly motorbikes with 6.7 million units.

It is known that the traffic police force has now deployed fines on motorbikes. Most recently at the end of March, through surveillance camera extraction, Hiep Hoa District Police (Bac Giang) discovered and handled many motorbike and motorbike drivers violating traffic laws. Including the case of Ms. NTT (41 years old, residing in Thang town, Hiep Hoa district). In February alone, she violated the law 26 times, specifically running red lights 16 times and not wearing a helmet 10 times. For these violations, Ms. T. was fined 15.4 million VND.

In Hanoi, traffic police also issued fines to motorbike drivers. The handling of cold fines is not only recorded through the monitoring system but also from information and images sent by people to the Traffic Police via Zalo.

Talking with VietNamNet, Associate Professor. Dr. Vu Anh Tuan, Director of the Viet Duc Transportation Research Center (Viet Duc University) said that cold penalties for personal vehicles, especially motorbikes and mopeds, are necessary. because of the large number of vehicles.

However, it is very difficult to immediately deploy on a large scale. Because to impose fines, there needs to be a large number of camera systems across the country to detect violations. Second, cars have 2 license plates, front and rear, so the camera can easily see the license plate, but motorbikes only have a rear license plate.

“Another challenging issue is that motorbikes in our country are sold a lot, some even go through several owners. Therefore, there is a phenomenon where a vehicle is circulating in province A but the real owner is in province B. So how can the camera accurately identify the driver of the violating vehicle?”, Associate Professor. Dr. Vu Anh Tuan raised the issue.

Therefore, according to this expert, the implementation of cold penalties needs a roadmap. First, you must register the owner’s motorbike license plate nationwide. Next, it is necessary to stipulate that motorbikes must have front and rear plates installed like Thailand, Indonesia or Malaysia. Finally, there is a need for an AI camera system to assist in detecting violating vehicles.
