According to information from the Hai Duong Department of Planning and Investment, among the 4 projects that terminated operations, 2 projects were terminated by the investors themselves. The remaining 2 projects were terminated due to the expiration of the project’s operating term and due to failure to adjust the investment location according to regulations. In the list of 5 projects prepared by 4 enterprises of the Department of Natural Resources and Environment, most of them still have vacant land without construction after a long time of land allocation; Some projects still owe land rent and use land for improper purposes.

The most painful and notable among the projects proposed to terminate operations and recover land is the project of Vinamit Joint Stock Company in Hai Duong City. This company was leased 347,000 square meters (approximately 34.7 hectares) of land in Ai Quoc and Nam Dong wards (Hai Duong City) by the Provincial People’s Committee in 2008 to implement the vegetable processing factory and storage warehouse project. fruits and vegetables and a model introducing the production process of agricultural products. The project is expected to promote the development of the province’s fruit and vegetable processing industry, creating jobs for many local workers. However, despite being extended many times by the province, over the past 16 years, nearly 35 hectares of “sticky rice banks and honey fields” land are still abandoned. This makes local people very upset, creating a bad image for the province’s business investment environment.

The above are just 10 projects that have been proposed to be revoked and put on the warning list, but it has been shown that there are hundreds of thousands of square meters of land abandoned or used ineffectively for the wrong purpose. In fact, the number of businesses abandoned or using land for improper purposes is still large. This causes many bad consequences. Because when recovering agricultural land to hand over to enterprise projects, many localities have to work very hard in compensation and site clearance. When recovering land to implement the project, localities convinced people that when the project came into operation, it would create jobs for local workers, promote socio-economic development, and increase budget revenue… But after receiving the land handover, the enterprise left the land fallow, all of the project’s goals were also destroyed.

After many years of monitoring the handling of projects that do not ensure operating conditions, violate legal regulations, and leave land fallow, in the past, the province has not resolutely recovered the land of these projects. The most typical is the project of Vinamit Joint Stock Company, which can easily be extended “several times” by the province and all “attach” an additional clause that if the time is not guaranteed according to the set schedule or an extension is allowed, then will be revoked. But until now this project is still abandoned right at the eastern gateway of Hai Duong city. Therefore, along with creating an open environment to attract businesses to invest and do business, promoting Hai Duong’s socio-economic development, the province needs to be more drastic in reclaiming land for these projects. projects of enterprises that do not comply with the provisions of law.
